Midland Police responded to a local Midland Independent School District elementary school at approximately 12:40 p.m. today in reference to students making an outcry to officials. Substitute teacher Juan Leovardo Melendez, 62, was arrested at the Midland Police Department and charged with indecency with a child. The investigation continues.
