[ARCHIVED] City Releases Draft Action Plan for Housing and Community Development Funds

The City of Midland’s draft Action Plan for community development and housing funds for fiscal year 2014-2015 is now available.

The purpose of the 2014-2015 Action Plan is to identify the Department of Housing and Urban Development resources that will be used in the coming year to address the various housing and community development needs in the City.

This Action Plan represents the fifth year of the City’s Consolidated Plan, which establishes Midland’s long-range strategy from October 1, 2010 to September 30, 2015 for investment of its HUD Community Development Block Grant resources and other service needs linked to activities directed at community development, housing and homeless service needs. The primary funding source is the City's 2014-2015 CDBG entitlement allocation of $730,276. The City also expects to receive $108,000 in program income and $193,223 of reprogrammed funds from prior years.

Specific projects to be undertaken with the total $1,031,849 CDBG funds are:

Housing Needs

Owner Housing Major Projects Program = $108,000*
Owner Housing Minor Repairs Program = $69,500Homebuyer Assistance Program = $100,000
Target Area Housing Development - Cloverdale Sidewalks = $150,000Target Area Housing Development - sites to be determined = $477,000

Community Development Needs

SE Senior Nutrition Program = $45,000Home Cleaning Program = $32,500

Total: = $1,031,499

*includes $108,000 in program income.

Please direct any written comments to the City’s Community Development Division, P.O. Box 1152, Midland, Texas, 79702, by June 25. The Midland City Council will consider approval of the plan during the regular Council meeting on July 8. The Action Plan will be the forwarded to HUD by August 15.
