[ARCHIVED] Work Release Cleanup Program

A joint effort between the City of Midland’s Code Administration Division and the Midland County Sheriff’s Office is leading to cleaner alleys in Midland.


The City of Midland Work Release Cleanup Program is targeting littering and debris issues across Midland by engaging low-risk inmates to clean up alleys. The inmates, under supervision of a code compliance officer licensed as a jailer, clean up troubled areas, assist Solid Waste with large item pickups, and provide a quick response to debris in alleys. The program can also provide right-of-way cleanup for special events and special cleanups as assigned. Pickup trucks and trailers are used to haul away large items and debris.


The program starting part-time in August 2012 and became full-time in March 2013. Since March, inmates have taken 656 loads to the landfill that were equal to 917,960 pounds or 459 tons of waste from alleys.


In the future, the City hopes to add a second crew to help with code violations and large item pickups in alleyways. City officials stress the importance of using the Citizens Collection Station located at 4100 Smith Rd. to dispose of large items and yard waste in order to keep alleys clean.
