[ARCHIVED] Community Development program releases application cycle for 2016/2017

The City of Midland's Community Development program has released its schedule for the upcoming fiscal year.

The schedule includes public meetings and hearings, as well as dates for submitting the City's plans to the U.S. Department of Housing and Urban Development, which provides funding for the Community Development Block Grant program. The allocation for 2016/2017 has not yet been determined. To obtain the CDBG funds, the City must submit an action plan and certifications of compliance with various requirements plus have a current local Consolidated Plan for Community Development and Housing Funds.

CDBG funds are to be used primarily on programs and projects that benefit low and moderate income individuals. Many types of public service programs are eligible for CDBG funding; however, the City may only allocate 15 percent of the total grant to public services. Other eligible activities include infrastructure improvements, public facilities, housing programs, economic development, and program administration.

Community meetings - March 2016 (Date TBD)

Project applications / Proposals due date - April 14

Community Development Week - March 28-April 2

First Public Hearing to present CDBG proposals and review past performance (City Hall, 300 N. Loraine) - May 10, 7 p.m.

CDBG Committee Meeting to review Action Plan recommendations and develop recommendations on fund distribution - TBD

Second Public Hearing to review Action Plan recommendations and draft Action Plan (City Hall, 300 N. Loraine) - June 14

Publish draft Action Plan/30-day public review and comment - June 20 to July 21

Final Action Plan approval by City Council (City Hall, 300 N. Loraine) - July 26

Submit Action Plan to HUD - By August 15

Receive grant agreement from HUD and begin projects that are authorized by individual contracts - October 1

Prospective applicants must have been cleared as an eligible agency by the Community Development office. Assistance in preparing applications will be provided through April 1.
