[ARCHIVED] Three City Council members to be sworn in

The City of Midland will hold a swearing-in ceremony for three City Council members at 10 a.m. on Monday, Jan. 9 in the Council Chamber at City Hall.


Taking the oath of office will be Mayor Jerry Morales, District 3 Councilwoman Sharla Hotchkiss, and District 4 Councilman J.Ross Lacy.


All three incumbents were uncontested in filing for the positions, which have a term of three years.


Morales was first sworn in as an at-large council member on August 5, 2008, filling an unexpired term. He then became mayor on January 13, 2014. Mr. Morales is a native Midlander who owns and operates three local restaurants. He has volunteered his time and leadership with Midland Development Corporation, the Hispanic Chamber of Commerce, the Permian Basin Restaurant Association, the Texas Restaurant Association, the Midland Chamber of Commerce, Hospice of Midland, St. Ann’s School Board, the Permian Basin Area Foundation, and Prosperity Bank. 


Hotchkiss has served as the council member for District 3 since January 2014. She has served as a volunteer in many community areas and associations including Midland’s Planning and Zoning Commission, George W. Bush Childhood Home Board, the Vision 2020 Executive Committee, the Texas Commission on Environmental Quality’s Pollution Prevention Oversight Committee, the Texas Workforce Investment Council, Keep Midland Beautiful, and Keep Texas Beautiful.


Lacy was sworn into office in January 2014 as the council member representing District 4. He is the President of Lacy Oil Corp. and Managing Partner of Lacy Capital, LLC and currently serves on the Texas Aerospace and Aviation Advisory Committee, Midland Spaceport Development Corporation Board, University of Texas of the Permian Basin Development Board, John Ben Shepperd Public Leadership Institute Advisory Council, and the UTPB College of Business and Engineering Advisory Board.
