SUBSTANTIAL AMENDMENT #1

ACTION PLAN for the 2008/09 Program Year

SUMMARY FOR ACTIVITY FUNDED BY
AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009

The purpose of this amendment to the City of Midland’s 2008/09 Action Plan is to identify how the City will use the $244,526 allocated by the American Recovery and Reinvestment Act (ARRA) of 2009 and how it will address the various requirements of the ARRA. 

A single project consisting of street construction will be funded with the ARRA funds.   The project is identified as Target Area Street Improvements – Walnut Lane (See detail sheets and map).  All funds will go directly into project costs, no grant administrative expenses will be paid with ARRA funds.  The City of Midland will be directly carrying out the project.  The project is located within a low and moderate income census block group of the city.

It is expected that the construction project will be promptly initiated (Bid let to occur in early fall 2009 and contract award anticipated by the end of 2009) and that the work activity will aid in the continued employment of about 28 construction workers by the successful bidder on this project.  Specifically, the ARRA funds will have the effect of enabling the retention of three full time construction workers, i.e. the construction company would have to reduce its workforce by three if not for the added work.  The investment of the ARRA funds will result in prompt economic efficiency as completion is expected within a year.  Furthermore, the project is for infrastructure improvements that will provide long term economic benefit to the surrounding neighborhood and produce cost savings by reduced maintenance costs.  It can be expected that the successful street construction company will employ the appropriate technology to meet local, state and federal requirements and standards.

This amendment has been advertised to the public and made available in accordance with program requirements.
