How to Open an Account
Welcome to the City of Midland! To open a new account, you can fill out the online application here or you can come to City Hall, Room 110, with a valid form of identification. Valid forms of identification are considered to be a driver's license with a picture on it, or any official form of picture identification issued by a governmental entity.
How to Get Billing Information and Answers to Other Questions
From time to time, questions may arise concerning your bill or service. Please contact the Customer Services office and we will attempt to answer any questions you may have.
The Customer Service phone number is (432) 685-7320 and our offices are located on the first floor of City Hall at 300 N. Loraine. We welcome your business in person or by phone from 8:00 a.m. to 5:00 p.m., Monday through Friday to talk about your account or any other related concern you may have. Our busiest days are Monday, Wednesday, and the days after holidays. On these days you will experience the longest wait times. So, for your convenience, you may want to call us or come by on a different day.
Payments may be mailed in the convenient return envelope provided with your water bill, you may make your payments in person at the Central Cashier's Office located on the first floor of City Hall, or we will be happy to draft your bank account. Additionally, we have an after-hours depository at City Hall located on the east side of the building.

Mr. Payroll is the only contractually Authorized location to make normal payments on your bill, located outside of City Hall. There are NO other locations authorized by the City of Midland to accept payments on your bill.
How to Transfer Service
A quick telephone call to our office at (432) 685-7320 is all it takes to transfer your service from one address to another if you reside in Midland. Give us a call and we'll set it up. Appointment windows can be arranged for turning on your water.
Bank Drafting
An easy way to pay your water bill is to sign up for bank drafting. There is no cost to you and your payment will be automatically drafted from your bank account on a monthly basis. You will still receive your monthly bill so you can monitor your usage. to apply, call the Water Customer Services Office at (432) 685-7320.
