City of Midland Consolidated Plan for
Community Development and Housing Funds
The City of Midland has prepared a draft Consolidated Plan which establishes Midland’s long range strategy for investment of its U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) resources linked to activities directed at community development, housing and homeless needs. The Plan covers the five years from October 1, 2010 to September 30, 2015. It also contains the Action Plan for the first year October 2010 to September 2011.
The Plan may be examined at the following locations from June 21 to July 20, 2010 (a 30-day public review period) or on the City Website (www.midlandtexas.gov):

In summary, the Consolidated Plan includes relative priorities and measurable objectives for its housing, homeless and non-housing community development needs. Priority housing needs in Midland are for low income renters, first-time homebuyers, owner households with substandard housing, and low-income frail elderly. Priority homeless needs for emergency and transitional shelters as well as permanent supportive housing were identified. Priority community development needs are street improvements, public facilities, and public services among other categories. The housing component includes a housing market analysis and discusses public housing needs, lead-based paint concerns and barriers to affordable housing. The Plan also describes the citizen participation process and an anti-poverty strategy.
The 2010/11 Action Plan identifies the HUD resources that will be used in the coming year to address the priority housing, homeless and community development needs. The sole funding source is the City's 2010/11 CDBG entitlement allocation of $991,986. Additionally, $220,000 from prior grant years will be reallocated into fiscal 2010/11. The City also expects to receive $132,000 in program income. Specific projects to be undertaken with the total $1,343,986 CDBG funds are:

The Action Plan provides information on the locations of the proposed activities. The City anticipates that 91% of funds will benefit low and moderate income persons. A significant portion of funds will be concentrated within the “CDBG Selected Target Areas.” The Plan includes a narrative addressing a variety of issues and required certifications. The agency responsible for development of the Plan is the Community Development Division of the City's Development Services Department.

The Midland City Council will consider approval of the plan during the regular Council meeting on July 27, 2010. The Plan will be the forwarded to HUD by August 13, 2010.
