The Design and Construction Division has the primary engineering responsibility for the City of Midland.  This oversight ensures that public works are constructed to City requirements.  Equally important is that work is compatible with the needs of the community as defined by the City's Comprehensive Plan, Master Drainage Plan, and Master Thoroughfare Plan.  Review, inspection, and testing is done on all public improvements within public right-of-way to ensure compliance with City standards.

Typically this division will review or design, plans for streets, water and sewer lines, storm water drainage systems, provide survey control and right-of-way information to other agencies or developers, work with state or federal agencies as requested to design public improvements or mapping (e.g. FEMA to update floodplain base maps), assist other city departments in design and inspection of public work projects such as new community parks or parking lots. We also maintain the City's Geographic Information System (GIS) mapping database.
