Experience:
Bill began his career in GIS 10 years ago when he started as a District Technician in the NRCS office in Big Lake, TX, his home town, using ArcView 3.2. After that, he continued to develop his GIS skills with the Twin Buttes Brush Control Program with the State Soil & Water Conservation Board, and then with the Colorado River Municipal Water District in Big Spring as their GIS Analyst. He replaced Todd Smith as GIS Division Manager with the City in 2008. He finished a GIS Certificate from Penn State’s Online GIS Program and is applying this Fall for entrance in to the MGIS Online Program. He received his GISP in January 2010.
Duties:
Bill is responsible for directing the current City’s Enterprise GIS (SDE/IMS/AGIS/Oracle 11g) operation with a staff of 5 professionals and determining the vision for the future. The City has an ESRI Small Municipality ELA, an Azteca Cityworks site license for their asset management software, and a Pictometry site license with imagery acquired in January 2010.
Joshua Dye – GIS Database Administrator

Experience:
Josh began his GIS career as an intern for the Nueces County Appraisal District in 2004, assisting in the digitization of parcels for the area outside the city limits of Corpus Christi, Tx. He then moved onto be a research aid under Dr. Thomas McGehee during his brief time at Texas A&M University - Kingsville. From there, he worked for the uranium company UEC (Uranium Energy Corp.) for a year and a half before being offered his job here at the City.
Duties:
Josh maintains and updates the Oracle 11g ArcSDE GeoDatabase for the City, as well as both the internal and external ArcIMS websites. Currently, he is in development of the City's new ArcGIS Server FLEX application, as well as looking into a possible Silverlight deployment. In addition, he also maintains the Pictometry imagery, as well as the ERDAS Imagine (Advantage Level) imagery software, through which new uses of existing imagery are possible. He is also responsible for the data that will be used in the ESRI Community maps program.
Chuck Chamberlin, GISP – GIS Lead Analyst

Experience:
Chuck began his GIS career in the City of Midland’s Planning Department in 1989 when the City first implemented GIS. Chuck was promoted to GIS Analyst to handle all of Planning’s GIS responsibilities. In 1993 Chuck was promoted to Mapping System Administrator in the Engineering Department. Chuck presently serves as the GIS Lead Analyst for the GIS Division. Chuck has been involved in all phases of GIS for the City of Midland since its inception, including pilot program, base mapping, database administration and maintenance, custom cartographic design, and software/data conversion.
Duties:
Chuck was responsible for data input, editing, sharing, analysis, and data/map quality. Chuck also provided technical support to other City departments, as well as outside agencies, individuals and governments and handles GIS report and map generation. Chuck retired after almost 24 years with the City. His position is currently vacant and will remain so indefinitly because of a City hiring freeze.
Steve Baker – GIS Specialist

Experience:
Steve has been involved with the City of Midland’s GIS since its inception back in 1989. At this time Steve worked with System 9 GIS software in the City of Midland Engineering Department. Over the years Steve has worked a lot with AutoCAD software and ESRI GIS software. Steve’s primary areas of concentration have been in data conversion and cartography. Steve is currently a GIS Specialist in the GIS Division.
Duties:
Steve is in charge of data distribution from the City of Midland Enterprise GIS database, and he is responsible for several city street maps, map books, and GIS Data Layers for various Departments. Steve also collects GIS data in the field with the GIS Division’s mapping grade GPS device. Steve is also our CAD data conversion specialist.
Lois Nye - GIS Technician

Education:
B.B.A. Finance, University of Texas of the Permian Basin (1999)
Experience:
Lois had been involved in the field of education with federal grants for the past 10 years. Seeking a change, she enrolled in and expanded her knowledge of GIS and ESRI GIS software, through certified courses. Lois’ primary areas of concentration are data input/maintenance and cartography.
Duties:
Lois is responsible for data input/maintenance for a large portion of the enterprise operation, and cartographic output for departments within the City.
Enedelia Galan - GIS Technician

October 2006– Present
Education:
Certification in IIS 2006 - Howard College Big Spring, Tx
Experience:
Enedelia began her GIS career right here with the City in January 2008. Her previous experience includes working for the CISD group here with the City.
Duties:
Enedelia is responsible for data input/maintenance for a large portion of the enterprise operation, desktop maintenance, software upgrades, and installation of ArcGIS products.
