PLANNING DIVISION

The Planning Division is the starting point for all new development and redevelopment within the City Limits. Using the Midland 2005 Master Plan as a guide, City planners review all rezoning requests and make recommendations to the Planning and Zoning Commission and City Council. Applications for subdivision plats are also processed here, whether the land is inside the City Limit, or within 3.5 miles thereof. We make extensive use of the City's computer mapping system (GIS), and also work closely with other divisions within the Development Services Department, as well as Police, Fire, Utilities, and the Health Departments.
Most land development proposals require the submittal of a detailed site plan, which provides the opportunity for staff to review the characteristics of the site, including building location and design, parking, signs, landscaping, access, garbage pickup, lighting, and more. Our recommendations to the Planning Commission and Council provide information needed to make decisions regarding community development. The Planning Division also prepares special studies as needed, such as annexation, land use and housing studies, population estimates, and code amendments as warranted.
The Planning Division works closely with MOTOR, the regional transportation agency, regarding long range transportation planning, and with other organizations such as the Chamber of Commerce, and the Tax Increment to encourage downtown development. There are six staff positions within the Planning Division.
