Food Inspection Program
Inspections of food facilities include full service restaurants, fast food establishments, grocery stores, convenience stores, and temporary events. These inspections are performed routinely as well as on a complaint basis to ensure compliance with City food ordinances. Seasonal inspections include events such as the Confederate Air Show, Septemberfest, and Mex Tex Menudo Cook Off. We also inspect mobile vendors including hot trucks, ice cream trucks, and snow cone stands.

Plan Review
All new or remodeled food establishments are required to submit plans to be reviewed for compliance with Health Code Regulations. As part of this process, construction or structural design inspection are performed. All facilities must go through this process before a Health Permit to Operate can be issued. in addition to the Health Permit, a Certificate of Occupancy is required. The Certificate of Occupancy can be obtained through the Building Inspection Department, which is located at City Hall, 300 N. Loraine, 4th floor.
Smoking Ordinance
The Health Department administers and enforces the Smoking Ordinance for the City of Midland. The Smoking Ordinance came about due to the national awareness of the hazards of "passive smoking." The regulations address smoking in places open to the general public, including retail and service establishments. Areas receiving the most attention are food establishments and the workplace. We investigate complaints and take enforcement when necessary.

Child Care Inspection Program
Inspections include child care centers and after school programs. In these facilities, we conduct food service, environmental health safety, and playground inspections. These inspections are performed routinely and on a complaint basis. Persons who work in child care facilities must have a tuberculosis test, First Aid and CPR training

Swimming Pool Inspection Program
We inspect all public pools, apartments, motels, hotels, health club community pools and spas in the city to ensure compliance with swimming pool ordinances. This includes therapeutic spas and water play facilities. Swimming pools are often the source of injuries and frequently play a role in the transmission of infections.

Swimming Pool Plan Review
Whenever a public or semi-public pool is constructed, plans and specifications are submitted to the Health Department for review and approval. All pools and spas must meet the requirements of the Texas Department of Health "Standards for Public Swimming Pool/Spa."

On-Site Sewage Systems Inspection Program
There are several areas within the city limits that are not serviced by City sewer. In these areas the Health Department regulates, permits, and monitors private on-site sewage systems. The Health Department is the designated representative for the Texas Natural Resource Conservation Commission, which is the agency that oversees on-site sewage systems throughout the state.
Prior to constructing, modifying, or repairing an on-site sewage system, an application must be completed and the required information submitted to the City of Midland Health Department for review and approval.
