Planning and Research
Lt. Jeff Darr commands the Planning and Research Division. This unit provides the office of the Chief of Police with research information for planning, staffing, funding, budgeting, and allocation of resources for existing and new programs. Specific duties include:
- Oversees the Administrative Services Bureau budget and assists with the total police department budget.
- Researches, plans, writes reports and maintains grants
- Oversees the Accreditation process to keep the department in full compliance with the 444 standards by the Commission on Accreditation for Law Enforcement Agencies Inc (CALEA)
- Creates and conducts internal and external surveys
- Creates, edits and publishes the Midland Police Department’s Annual Report. Click Here to download Annual Report
- Drafts and creates General Orders and Special Orders for the Department
- Coordinates the annual staff day-away goal-setting session
- Collects and compiles data for the annual racial profiling report
NATIONAL ACCREDITATION
Lt. Darr and Amy Shuman oversee the accreditation process to ensure on-going compliance with standards as set forth by the Commission on Accreditation for Law Enforcement Agencies Inc. (CALEA). Of the approximate 17,000 law enforcement agencies in the United States, MPD is proud to be one of only approximately 700 to be internationally accredited by CALEA. There are currently 459 CALEA Standards in which continued compliance must be maintained. The Midland Police Department recently underwent an onsite review of compliance with CALEA standards and received very complementary reviews by the onsite assessors. Also, members of the police department are excited to announce that the CALEA organization showcased the Midland Police Department as a “Flagship Agency” at the November CALEA conference in Reno, Nevada. The members of the Midland Police Department feel that being an “accredited” agency makes the department more professional and contemporary.

GRANTS
It is a continuous endeavor for Planning and Research to seek outside funding to supplement the department’s budget. Often these grants provide new and innovative programs that could not be provided with the existing city budget. Finding and securing grant funding is the responsibility of Law Enforcement Planner/Grants Coordinator LeAnn Hadden. Essential ongoing grants help provide the following:
SURVEYS
The Planning and Research division conducts a citizen survey every three years. In 2006-2007, the fourth Midland Police Department Citizen Survey was conducted, analyzed, and produced. The survey contained 20 questions that addressed the following areas: community safety, crime concerns, neighborhood concerns, response to citizens, community programs, and overall satisfaction with the Midland Police Department. The survey also provided citizens an opportunity to make individual comments. Demographic information, such as ethnicity, gender, age, length of residency, and rental/owner status, were also obtained.
The citizens of Midland have, once again, expressed that their neighborhoods and community, as a whole, are safe and pleasant environments. They feel that their police department is staffed by caring, professional individuals, dedicated to citizen response and crime control. Child abuse, drugs, drunk driving, gang activity and school safety are the citizens’ main concerns, as indicated by the answers they provided from the choices they were given. The Midland Police Department’s Citizen Survey provides valuable data, which may be utilized as an effective tool by line officers, as well as supervisors. The Midland Police Department has made a sincere commitment to community policing. This publication is just one of the efforts toward continuing the process of bringing the police department and the community together. Citizens are able to voice their opinions about crime, their neighborhoods, and the police department through the survey. The police department is then better able to address those concerns. Together, we take another step in assuring that our community remains a safe and pleasant place to live.

BUDGET
For the Fiscal Year 2006-2007, the Midland Police Department has a combined budget of $18,241,075. This accounts for 29% of the total City of Midland General Fund budget.

Purchasing & Supply
Susan Garcia is the department’s supply clerk. She is responsible for the ordering, issuance, and inventory of all police equipment. Officers of the Midland Police Department are very fortunate to have the majority of their equipment issued to them by the department. This even includes their firearm. In addition to having responsibility for the police equipment, this unit is responsible for the purchasing process within the department. All paperwork with regards to department purchases, employee travel, requisitions, check requests, and capital outlay is coordinated through purchasing and supply.
