Lt. Dickie has been a member of the Midland Police Department since August of 1992. He has served in a variety of capacities within the Midland Police Department. These include: Mobile Substation Unit, Field Training Officer, Property Detective, Narcotics Detective, Training Sergeant, Patrol Sergeant, Internal Affairs Sergeant, and Patrol Lieutenant.   Lt. Dickie currently commands the Day Shift.

The Day Shift consists of four squads of 5 Officers and 1 Sergeant per squad.

Lt. Mitch Russell commands the Evening Shift and the Directed Patrol Team. 
Lt. Russell has been with the Police Department over 16 years.  His previous assignments include Investigations, Tactical Unit and Patrol.

Directed Patrol Team


This is a new concept that the police department has just implemented. It consists of a group of officers who work throughout the city at the direction of the Deputy Chief. The unit works as a team, which allocates the whole unit working the same area. The Directed Patrol Team (DPT) receives its assignment on a weekly basis. The assignment is determined based on a weekly meeting in which statistical data is reviewed. The DPT focuses on pro-active police work in high crime areas or neighborhoods that have been subjected to unusual crime patterns. The DPT is staffed by (1) Sergeant and (5) Patrol Officers.

Lieutenant Bernie Kraft

Lt. Bernie Kraft is responsible for the Night Shift and K9 Unit. 
Lt. Kraft has been with the Midland Police Department for over 16 years. Lt. Kraft has an Associates degree from Barstow Community College (Barstow, California 1990) and a Bachelor’s degree from the University of Texas of the Permian Basin. (2006).  Lt. Kraft is also a graduate of the Leadership Command College. (2002) Lt. Kraft’s previous assignments included, Sergeant in charge of Special Operations, which included accident reconstruction, traffic enforcement, emergency operations, coordinator for the Field Training Officers program as well as, coordinator of the All-Terrain Vehicle unit. Lt. Kraft is a former Swat team leader and was the former team leader for the Gang suppression unit. Lt. Kraft’s other previous assignments included patrol officer, detective for property crimes and narcotics investigations, as well as, being a patrol sergeant.

The Night Shift consists of four squads of 4 Officers and 1 Sergeant per squad.

K-9
The Police Department has a total of four K-9’s. The officers and their partners receive extensive training in narcotics searches, tracking suspects, building searches, and protection work. The K-9 unit assists not only in the city, but surrounding agencies with their needs. The K-9 unit works primarily during the nighttime hours, and are on 24-hour call. The K-9 unit is staffed by (1) Sergeant and (4) officers.
