The Investigations Division
Lieutenant B.J. Land commands the Investigations Division. The Investigations Division is comprised of seven units: the Persons Division, the Juvenile Division, the Financial Crimes Unit, the Auto Theft Division, the Crime Scene Investigative Unit, the SAFE Unit and the Crime Victim Liason.. Each of these units are responsible for all follow-up investigations that may lead to the identification of a suspect or suspects, recovery of stolen property and the clearance of reported offenses as well as the collection and preservation of evidence. Their duties, in addition to arresting offenders, include locating and interviewing suspects, witnesses and victims, recovering stolen property and reviewing pawnshop records, preparing cases for presentation to the District Attorney and subsequent courtroom testimony.
PERSONS CRIMES UNIT
The Persons Crimes Unit is staffed by one Sergeant and 6 investigators. The Detectives assigned to this unit are responsible for the investigation of crimes such as: Sexual Assault, Homicide, Officer Involved Shootings, Robberies, Family Violence and Harassment cases. These Detectives are seasoned veterans of the Department with extensive training in each of the areas listed above. This unit works closely with other jurisdictions, the District Attorneys Office, Federal Agencies, the Children’s Advocacy Center and the Rape Crisis Center.
JUVENILE CRIMES UNIT
The Juvenile Crimes Unit is supervised by one Sergeant and the Detective assigned to this unit is responsible for all cases that involve crimes committed by Juveniles. The Juvenile Crimes Unit Detective investigates cases, attends Juvenile Detention Hearings, works closely with the Juvenile Prosecutor and maintains Juvenile records in compliance with State & Federal Law.
FINANCIAL CRIMES UNIT
The Financial Crimes Unit is made up of four Detectives and one Sergeant. This unit is tasked with the investigation of financial fraud type cases. These cases include: Identity Theft, Forgery, Credit Card Abuse, Scams, Embezzlement, Counterfeiting and the like. This unit works closely with banks and other financial institutions to assist victims of financially related crimes.
AUTO THEFT
The Auto Theft Unit consists of one Detective supervised by a Sergeant. This Detective is charged with investigating auto thefts throughout six surrounding counties – to include all those occurring within the City of Midland. These duties not only include surveillance operations, stolen vehicle recoveries and suspect apprehensions, but also involve multi-agency checkpoint projects along the U.S. – Mexico border. These efforts, combined with public awareness presentations help to decrease the number of vehicles stolen each year throughout the Permian Basin.
CRIME SCENE INVESTIGATIVE UNIT
The Crime Scene Investigative unit is comprised of a Civilian Supervisor and four Crime Scene Specialists. This unit is responsible for evidence collection from crime scenes, the processing and analysis of crime scene photographs, fingerprints and the comparison of evidence to known offenders and suspects. This unit is highly recognized throughout the region for their expertise in the area of crime scene and evidence processing.
SAFE UNIT
In September 2010 the SAFE program and it’s responsibilities were moved from the Field Operations Bureau to the Investigative Services Bureau. It was determined that the program would be housed under the Investigations Division and would be supervised by the Night Detective Sergeant. This unit is comprised of one Detective who is the coordinator/investigator. There are currently approximately 190 Sex Offenders living in the City of Midland and this number continues to rise. The Detective assigned to this program ensures that these individuals are in compliance with State Law and sex offender registration requirements.
CRIME VICTIM LIAISON
This Crime Victim Liaison is a civilian coordinator under the supervision of the Persons Crimes Unit Sergeant. The Liaison to victims is tasked with ensuring that a victim of crime, guardian of a victim, or close relative of a deceased victim be afforded the rights granted victims, guardians, or close relatives of deceased victims by the Texas Code of Criminal Procedure. Additionally, The Crime Victim Liaison makes victims aware of the services available to them through the Texas Crime Victim’s Compensation Act. Each month approximately 100 or more victims are contacted regarding the services available to them through the Texas Crime Victims’ Compensation Act.
When not assisting individual victims, the Victim Liaison is responsible for educating law enforcement officers, school faculties, and the community regarding crime victim’s rights. Other duties of the Crime Victim Liaison include: representing the Department in meetings with the Multi-Disciplinary Group, channel media and public inquires to the PIO or appropriate person regarding the agencies services, increase awareness of services available to victims of crime, and to keep victims informed of the status of their investigations.
