DROUGHT CONTINGENCY PLAN
STAGE 1 – MILD WATER SHORTAGE CONDITIONS
TRIGGERS:
- Notification from CRMWD that they are initiating Stage 1
- Daily demand reaches or exceeds 45 MGD for 5 consecutive days
RESPONSE:
- City will reduce flushing of mains and increase use of alternate source
- Customers will be asked to voluntarily reduce landscape irrigation
STAGE 2 – MODERATE WATER SHORTAGE CONDITIONS
TRIGGERS:
- Notification from CRMWD that they are initiating Stage 2
- Daily demand reaches or exceeds 55 MGD for 5 consecutive days or 60 MGD for 1 day
RESPONSE:
- Further reduce flushing of mains
- Reduce irrigation of public landscape areas
- Further increase use of alternate source
- Mandatory limits on days and time of day for landscape irrigation
- Mandatory limits on days and time of day for vehicle washing
(non-commercial) and filling of spas and pools
- Restaurants serve water only on request
- Non-essential water use prohibited (sidewalk and drive washing)
STAGE 3 – SEVERE WATER SHORTAGE CONDITIONS
TRIGGERS:
- Failure or threatening failure of a major system component
- Total daily demand reaches system limit
- Notification from CRMWD that they are initiating Stage 3
RESPONSE:
- Further reduce flushing of mains
- Further reduce irrigation of public landscape areas
- Further increase use of alternate source
- Increased restrictions on days and time of day for irrigation
- Prohibited use of City water for watering on golf courses
STAGE 4 – CRITICAL WATER SHORTAGE CONDITIONS
TRIGGERS:
- Notification from CRMWD that they are initiating Stage 4
- Treated water storage levels do not refill overnight
RESPONSE:
- Discontinued flushing of mains
- Discontinued irrigation of public landscape areas
- Increase use of alternate source
- Further reduction in days and time of day for irrigation
- No use of sprinklers – manual watering only
- Prohibited vehicle washing except at commercial stations
- No filling of pools and spas
- No new customers
STAGE 5 – EMERGENCY WATER SHORTAGE CONDITIONS
TRIGGERS:
- Major break or failure causing unprecedented loss of capacity
- Natural or man-made contamination of source of supply
RESPONSE:
- No flushing of mains
- No landscape irrigation of public areas
- Use of non-contaminated source only
- No outdoor use
- No commercial outdoor use
