Landfill Division

HISTORY
The City of Midland Landfill, located seven miles east of Midland on Highway 158, was opened in September 1985. It is assigned TCEQ Permit No. 1605 and is classified as a Type 1 Landfill. We accept ordinary municipal solid waste. Our intake prior to 1998 was 120,000 to130,000 tons per year.
PRESENT
The Landfill Division operates within the Sanitation enterprise fund, along with the Solid Waste Management Division. The current operating costs equate to $24.25 per ton, which includes a $1.25 per ton State permit fee.
We successfully meet TCEQ's requirements and are approved to utilize an alternative liner at our landfill. This alternative allows us to save over $500,000 per year in liner costs.
We divert yard waste to the Landfill which is mulched once per year. We also segregate and recycle some metals entering the Landfill. Since 2002, we have diverted over 19,000 tons of yard waste and 700 tons of metal.
On October 16, 1997, we acquired the permit for aerial fill, which will increase the life of the landfill to 60+ years.
We are presently updating our permit to meet new regulations. A new pit will be constructed in mid-to-late 2007.
Service
The Landfill operating hours are 7:30 a.m. to 5:30 p.m., Monday through Saturday. The Landfill is closed on Sundays and holidays.
Yard wasted hauled by Commercial Lawn Service is accepted at the reduced rate of $12.00 per ton. Residents who haul their own yard waste (with no garbage included) can dump free of charge by showing a current water bill that provides for solid waste collection services.
FUTURE
Prior to 1997, there were two private refuse collection companies operating as our competitors in Midland. The landfill in Penwell was owned and operated by Charter Waste, Inc. All three of these companies are now owned and operated by J.C. Duncan Companies (JCD), a subsidiary of Republic Industries, a nationwide refuse collection and handling company. JCD has about 1/2 of the commercial accounts in Midland and most of the residential accounts in the County. They previously contributed to about 1/3 of our landfill volume, but have now diverted most of their waste to their own facility at Penwell.
