The City of Midland is now offering citizens access to their utility accounts through our web site.
To Register you will need to create a PIN. Please have a copy of your current Utility Bill in front of you.
Please note your account number must be entered exactly as it appears on your utility bill including the dash. e.g. XXXXX-XXXXX
After you have created your PIN you will be able to view your current bill, payment history, consumption history, service history, or pay your utility bill.
IF AT ANY TIME YOU WOULD LIKE TO CHANGE YOUR EMAIL ADDRESS OR PIN PLEASE DO SO UNDER ACCOUNT MAINTENANCE AFTER YOU HAVE LOGGED INTO THE SYSTEM.

Utility Bill Pay only supports Internet Explorer and Firefox browsers. If you are a Safari Mac user, a Google Chrome user, or a Opera user please download the Firefox browser in order to pay your utility bill online

PAYMENT INFORMATION
Online payments may be made with either VISA or Master Card credit/debit/check cards that do not require a PIN number. At the present time, we cannot accept any credit/debit/check cards that require a PIN number.
If you are interested in setting up a bank draft that will automatically deduct your payment from your bank account please contact Customer Service at 432-685-7320.
Once an account is billed, account information cannot be changed until after the due date. Please contact City of Midland, Customer Service at 685-7320 if you encountered any problems with your water bill account.
Before Logging In, please note the following items:
- In an effort to help address litter in the City, beginning January 1, 2007, utility customers will notice a $0.50 voluntary fee on their utility bill.
- The fee is strictly voluntary and those wishing to participate can choose to pay the extra $0.50. Every month utility customers will have the option to contribute $0.50 to the litter abatement program.
- If a customer does not wish to contribute $0.50, they can simply subtract $0.50 from the total amount of their utility bill.
- The funds raised through assessment of the fee are to be used for removal of litter by contractors, education, enforcement of litter ordinances, and expenses incurred by the addition of the fee.
