Solid Waste Management Division
(2005 - 2015)
HISTORY
The City of Midland Solid Waste Management Division has progressed from hand pickup of garbage to self-contained automated side loader operation to the more recent fully automated roll out cart collection. The Division is part of the Sanitation Enterprise fund. In addition to the aforementioned services, we also operate "roll-off" routes for compactor and open-top customers and have expanded our large item collection program.
PRESENT
The Division currently serves more than 28,000 residential and 2,000 commercial accounts generating an annual revenue of approximately $4,800,000. We are in direct competition with private haulers on the commercial accounts. In the past few years, the Division has replaced and rebuilt hundreds of containers and has updated our fleet of collection vehicles.
The Division has added curbside cart service over the past couple years for several areas without alleys including newly annexed areas. A yard waste disposal site has been created to alleviate the overfilling of neighborhood containers. Our customers still enjoy one of the lowest rates in the nation for solid waste collection and disposal.
We are working with Keep Midland Beautiful to upgrade our recycle program. The recycling program is set up at most local elementary schools with containers to receive paper and cardboard. In addition to these containers, there are large enclosed open-top containers at the following locations:
- H E B – 3325 W. Wadley – Plastic and Cardboard open tops
- Western Park Plaza – 1020 Andrews Highway – Cardboard, Plastic, Paper, and Aluminum open tops
- Wal-Mart Supercenter – 200 West Interstate 20 – Cardboard and Paper open tops
- Wal-Mart Supercenter - 4517 N. Midland Drive - Cardboard, Paper, and Plastic open tops
- Super Mercado - 2208 N. Big Spring Street - Cardboard open top
In January 2007, a 50¢ recycle fee was added to the garbage fee to cover costs of recycle service.
Service
- Residential garbage is picked up either Monday and Thursday, or Tuesday and Friday.
- One container is set for every four-five residents, where alleys are available.
- Each customer with curbside cart service has his/her own individual cart.
- For residential customers, the City of Midland will pick up furniture and appliances at no additional charge. Examples of items we can pick up: couches, chairs, bed frames (any household furniture). Also, water heaters, washers/dryers, refrigerators, freezers, A/C units, BBQ grills, swing sets, and patio furniture. These items must be placed in the alley in the City right-of-way; the City WILL NOT go onto private property. DO NOT place your item next to the dumpster; it needs to be behind your home, in the alley. These larger item collections must be scheduled with the Solid Waste Division. Please call (432) 685-7278 to schedule this service.
- We DO NOT pick up tires, vehicle batteries, barrels of oil or any related materials.
- We DO NOT pick up tree limbs or construction debris.
- Yard waste can be disposed of at the Smith Road disposal site. This site is located just north of the ClayDesta post office at the Smith Road and Airpark Lane intersection. ONLY yard waste may be disposed of at this site.
- Special collections may be scheduled for insecticides, chemicals, or paints by having the resident place these items in a box and placing the box on the front porch. A Labor Supervisor will go to the residence and collect these items. These special collections must be scheduled with the Solid Waste Division.
- Residents are encouraged to spread paints on old wood or cardboard. Once dry, they can be placed into the alley container.
- Construction containers can be provided to our customers upon request. These containers are 30 cubic yard open-tops. Charges for these containers are billed on the customers' current water bill or set up through Customer Service. For prices and availability, please call (432) 685-7278.
FUTURE
The Solid Waste Division is looking to become more effective and efficient in the future. As the market for recycled materials is very volatile, our challenge is to work with the systems and continue with our concept of making recycling cost effective. In conjunction with Keep Midland Beautiful, we will be revamping the recycle program to be more resident friendly and more efficient. As the city expands through annexation, we will also meet the challenges associated with more customers, a larger collection area, and a new type of service.
