CITY OF MIDLAND CHARTER
The Charter is the formal document adopted by Midland, as a home rule city, to provide the full power of local self-government. It describes the city’s governmental and proprietary powers; defines its form of government; establishes its administrative structure; establishes the authority for annexation of land; granting of franchises and other functions; and provides for controls such as initiative, referendum, and recall.
The Charter for the City of Midland was submitted to the City Council by the Charter Committee on August 22, 1940, and was adopted by election on November 5, 1940. Since that adoption, several amendments have been made to the Charter giving us the present Charter for the City of Midland.

This Bill of Rights applies to any attempt by the government or a private entity to take your
property. The contents of this Bill of Rights are prescribed by the Texas Legislature in Texas
Government Code Sec. 402.031 and Chapter 21 of the Texas Property Code.
CITY ATTORNEY'S OFFICE
The City Attorney provides legal counsel and advice to the Mayor, City Council, and all departments of the City of Midland. The City Attorney prosecutes all actions in the Municipal Court; represents the City in litigation, and is responsible for drafting and preparing contracts, resolutions and ordinances.

CITY SECRETARY'S OFFICE
The City Secretary is responsible for minutes of all City Council meetings and maintains the City's resolutions, ordinances, and contracts. The City Secretary also oversees the City's Records Management Program and issues licenses for various types of businesses.

The City Auditor's Office is responsible for financial, compliance, contract/vendor, information systems and tax audits. The City Auditor's Office also plays a critical role in performance audits, and occasionally performs special audits as requested or as considered necessary.
