Boards and Commissions fulfill an important role in City government by evaluating issues which affect our community and making recommendations to the Council for needed action.  Although most Boards / Commissions are advisory in nature, a few are decision-making entities.  The value of these bodies is a direct reflection of the interest and dedication of our citizens in making Midland a better place to live, and we encourage you to apply for appointment to any Board/Commission in which you may be interested.  Applications are particularly encouraged during the month of August, since most Board/ Commission terms expire at the end of September, and application forms may be obtained from the City Secretary's Office at any time, or DOWNLOAD IT HERE .  The City of Midland's Boards and Commissions are described below.

Airport Planning and Development Board
    • 10 members, three-year terms
    • Meets 3rd Tuesday of each month at 9:00 a.m. (January, April, July & October @ 10:30 a.m.) in the Third Floor Media Room at Midland International Airport, 9506 LaForce Blvd.
    • Advises City Council and Airport Director regarding the promotion and development of Midland Industrial Park, Midland International Airport and Midland Airpark.

Animal Services Advisory Commission

  • 6 members, four-year terms
  • Meets as needed (once each quarter) at 6:30 p.m at the Beal Park Ranch House.
  • Advises City Council and the City’s Animal Services Division on animal control problems and compliance with regulations of State or other governmental entity.

CDBG Target Area Selection Committee (TASC)

  • 9 members, three-year terms
  • Meets two times per year with additional meetings as required. Date, time and place to be determined.
  • Recommends to the City Council area(s) for focus expenditure of City of Midland CDBG funds, as well as recommends specific needs within selected target areas.

City Development Advisory Committee

  • 5 members, two-year terms
  • Meets as needed (three times per year) in the Basement Conference Room at City Hall, 300 N. Loraine.
  • Advises City Council regarding the best method of expending available funds and the amount to be budgeted.

Construction Board of Adjustments and Appeals

  • 7 members, four-year terms
  • Meets as needed on the 1st Tuesday of the month at 1:30 p.m. in the City Council Chamber at City Hall, 300 N. Loraine.
  • Hears appeals of decisions and interpretations of the Building Official; considers variances and special exceptions of the technical codes; reviews Building Regulations; reviews the International Building, Gas, Mechanical, Plumbing and Residential Codes; and, makes recommendations to the City Council.

Hotel/Motel Tax Advisory Board

  • 7 members, two-year terms  (one member appointed from Hotel/Motel Association)
  • Meets as needed (three times per year) in the Basement Conference Room at City Hall, 300 N. Loraine.
  • Advises City Council on the use of funds collected pursuant to Chapter 351, “Municipal Hotel Occupancy Taxes”, of the Texas Tax Code.

Midland Beautification Advisory Commission

  • 9 members, three-year terms
  • Meets quarterly on the 3rd Monday of the month at 11:00 a.m. at the Sibley Environmental Learning Center, 1307 E. Wadley.
  • Recommends to the City Council programs to achieve certain objectives to involve the entire community in litter abatement and litter prevention awareness.

Midland Center Advisory Board

  • 9 members, three-year terms
  • Meets quarterly on the 4th Monday of the month at 11:30 a.m. at Midland Center, 105 N. Main.
  • Approves rates and charges submitted by the Center Manager, advises and consents regarding employment of personnel, approves operating budget, and determines use of Center and major repairs.

Midland Crime Prevention Commission

  • 21 members, three-year terms
  • Meets 3rd Thursday of each month at 7:00 p.m. in the 3rd floor Classroom at the Police Department, 601 N. Loraine
  • Recommends programs to City Council that will strengthen rapport between citizens and law enforcement agencies by focusing on prevention tactics that can be utilized by the general citizenry for the purpose of reducing crime.

Midland Development Corporation

  • 5 members, three-year terms
  • Meets monthly at City Hall, 300 N. Loraine, or other locations in the City as determined by the Board.
  • Administers funds, subject to City Council approval, to promote and develop new and expanded business enterprises.

Midland Football-Soccer and Baseball Complex Development Corporation

  • 7 members, two-year terms
  • Meets as needed in the City Council Chamber at City Hall, 300 N. Loraine
  • Receives and, subject to City Council approval, utilizes the proceeds of the sales and use tax to implement the construction of the Scharbauer Sports Complex.

Midland Higher Education Facilities Corporation

  • 7 members, two-year terms
  • Meets as needed
  • Aids private educational institutions in the City through issuance of bonds for financing improvements to the facilities of such institutions.

Midland Housing Authority Commission

  • 5 members, two-year terms
  • Meets 4th Monday of each month at 3:30 p.m. in the Conference Room, Midland Housing Authority, 700 W. Scharbauer.
  • Operates on behalf of local government to serve the housing authority needs of the community’s low-income housing for the elderly and disabled.

Midland Housing Finance Corporation

  • 5 members, two-year terms
  • Meets as needed.
  • Provides a means to finance the cost of residential ownership and development that will provide decent, safe, and sanitary housing at affordable prices for residents of local governments.

Midland-Odessa Urban Transit District Board

  • 12 members (6 from Midland, 6 from Odessa), two-year terms
  • Meets 1st Wednesday of each month at 3:00 p.m. at the Midland-Odessa Transportation Organization (MOTOR) Board Room, 9601 Wright Office Complex, Suite 1, 9601 Wright Drive.
  • Provide oversight of the Transit System operating in Midland and Odessa.

Parks and Recreation Commission

  • 9 members, three-year terms
  • Meets 1st Tuesday of each month at 11:30 a.m. at a location to be determined.
  • Advises the City Council and Community Services Department concerning all matters pertaining to public parks and recreation in the City.

Permian Basin Airport Board

  • 30 members, one-year terms
  • Meets four times per year on the 3rd Tuesday of the scheduled month at 10:30 a.m. in the third floor Media Room, Midland International Airport, 9506 LaForce Blvd.
  • Advises the Airport Planning and Development Board regarding the promotion of growth and development of the Midland International Airport.

Permian Basin Community Center for Mental Health and Mental Retardation

  • 2 members (City), two-year terms
  • Meets 3rd Tuesday of each month at 3:30 p.m. at the Permian Basin Regional Planning Commission, 2910 LaForce Blvd.
  • Designs programs of mental health and mental retardation services and determines how local funds, contributed by each party, shall be spent.

Personnel Board of Appeals

  • 3 members, no designated terms
  • Meets as needed at a time and place to be determined.
  • Considers appeals of city employees regarding disciplinary action, and determines what action may be taken regarding the employee’s appeal.

Planning and Zoning Commission

  • 9 members, three-year terms
  • Meets 1st and 3rd Mondays of each month at 3:30 p.m. in the City Council Chamber, City Hall, 300 N. Loraine.
  • Considers issues regarding developments and improvements of property within the City limits, and makes recommendations to the City Council.

Tax Increment Reinvestment Zone Board

  • 12 members, two-year terms
  • Meets as needed on the 2nd Wednesday of the month at 11:30 a.m. in the Basement Conference Room, City Hall, 300 N. Loraine
  • Makes recommendations to the City Council concerning the administration of the Zone.

Water Resources Committee

  • 10 members, three-year terms
  • Meets 2nd Monday of each month p.m. at 3:30 p.m. in the Basement Conference Room, City Hall, 300 N. Loraine.
  • Recommends to the City Council programs to achieve objectives to involve the entire community in consideration of the City’s water resources.

Zoning Board of Adjustment and Airport Zoning Board of Adjustment

  • 5 members and 4 alternate members, two-year terms
  • Meets on Thursday following the 2nd Tuesday of each month at 3:00 p.m. in the City Council Chamber, City Hall, 300 N. Loraine.
  • Makes decisions on appeals from determinations made by the Building Official, and regarding special exceptions and specific variances.
