Mayor
W. Wesley Perry

Wes Perry is the owner of S.E.S. Investments, Ltd., an oil & gas investments company. He has a BS degree in Engineering from University of Oklahoma and graduated in 1978.  He and his wife Roni started their company in 1977. They reside in Midland, Texas and have 3 children and 5 grand children. He is in his second term as the mayor of Midland elected in November 2007 after having served on the city council since 2002.  He is a board member of the Abel-Hangar Foundation and Milagros Foundation.

Some of the companies he is involved with include:

CEO of EGL Resources, Inc. based in Texas and New Mexico, an oil and gas exploration & development company.

Director of two public companies; Genie Energy (with Oil Shale assets in Colorado and Israel) based in Newark, NJ and United Trust Group (insurance and investments) based in Springfield, IL.



Scott Dufford
At-Large

Mr. Dufford has served on the City Council since June 2001.  He served more than five years as District Three Council Member before being elected to the At-Large position and sworn in on January 7, 2008. 

Mr. Dufford is an independent businessman with diversified interests in oil and gas exploration, oilfield services, real estate and banking.

He is a 1982 graduate of Texas A &M University with a Bachelor of Science degree in geology.

Mr. Dufford serves on the Midland Economic Development Council and sits on the boards of the Tall City Equity Capital Group, The First National Bank of Midland, and the Petroleum Club.

He and his wife have been active members in the community since coming to Midland in 1982. They have three children.

Jerry Morales
At-Large

Jerry Morales was first sworn-in on August 5, 2008, filling an unexpired term.  He is now in his first full term in the At-Large position.   Mr. Morales is a native Midlander.  He owns and operates Gerardo’s Casita Restaurant along with his wife and three children.

He graduated from Robert E. Lee High School and attended Texas Tech University. 

Mr. Morales and his family attend St. Ann’s Church where he serves as a lector.

Mr. Morales finds it very important to give back to the community and has done so by serving on many local and state boards. 

He currently serves as V.P. of Hospice of Midland, St. Ann’s School Board, and is the State Director of the Texas Restaurant Association.

Mr. Morales has also served on the Midland Development Corporation, as President of the Hispanic Chamber of Commerce, President of the Permian Basin Restaurant Association, the Midland Chamber of Commerce, and various advisory boards and commissions.

Jeff Sparks
District One

Jeff Sparks, recently elected to represent and serve District 1, grew up in Midland.  He attended Midland’s public schools, graduating from Lee High School.  He attended the University of Texas at Austin, where he graduated with a B.S. in Petroleum Engineering. 

After graduation, he returned to Midland where he and his wife Val have reared their 4 children- Jarrod, Joshua, Justin & Kristina.  Jeff and his family attend First Baptist Church of Midland where he also serves as a Jr. High Bible Life leader.

Jeff is a Registered Professional Engineer and is the Chief Operating Officer at Discovery Operating, Inc., a family owned oil & gas business.

He is on the Permian Basin Petroleum Association board and has served on the External Advisory Committee for the Petroleum & Geosystems Engineering Dept. at the University of Texas at Austin.

Jeff has also served as an officer in the local YMCA Indian Guides and Indian Princess programs, band & football booster clubs, and remains active in several professional and civic organizations.

John James
District Three

John James was sworn in as the District 3 City Council Member on January 7, 2008.

He graduated from St. Mary’s University with a Bachelor of Business Administration and Texas A&M with a Master of Public Administration. Upon graduation, he went to work for the City of Bryan, Texas as the Assistant to the City manager for Economic Development.

Mr. James came to Midland after being hired as CEO of Midland multinational TOMCAT USA, Inc. in 1995. After selling the company in 2006, Councilmember James, acquired Logicoat, an industrial coatings company. James currently owns and manages a number of companies including My Shuttle Home, an small group transportation company.

Going beyond his day job, Mr. James has always been an advocate of charities, politics, and getting involved in the community.

Outside of work, he has served on many local boards over the years such as the Midland Chamber of Commerce, the Midland College Board of Trustees, the Midland Community Healthcare Services, and the Midland Economic Development Corporation.

Michael Trost
District Four

Mr. Trost was sworn into office on January 7, 2008, as the District 4 representative.

As a resident of Midland for twenty seven years, he has been active in business and civic affairs.  Mr. Trost has volunteered many hours with Midland Community Theatre, Midland/Odessa Symphony and Chorale, Summer Mummers, and other public forums including a local television talk show, "Outside the Box."

Along with his wife Leanna, Mr. Trost owns EnviroKids Pre-School and Child Care Center, LLC.  They have been in business for fourteen years with the recent expansion of  a second site between Midland and Odessa.
