MURDER ARRESTS

Midland Police arrested two people in connection with the double homicide that occurred on January 1, 2006.

22-year-old Yvonne Lozano (8-17-83) was arrested this morning, February 13, 2006.  She is charged with Murder in connection with the death of 19-year-old Jorge Brito.  Brito died of a single stab wound to the upper left shoulder that traveled downward approximately 13” severing arteries and puncturing a lung.  His deadly wound is the result of a handle of a golf club (the shaft of the club with the face severed off) used as a weapon.

19-year-old Sammy Lozano (8-14-86) was arrested this morning, February 13, 2006.  He is charged with Murder in connection with the death of 26-year-old Frank Ramirez.  Ramirez died of multiple stab wounds, four, to the back, and two superficial puncture wounds.  The four stab wounds were caused by a knife(s).  The puncture wounds were from the severed golf club.

The arrests are the result of an ongoing investigation.  Detectives re-interviewed Yvonne Lozano.  She is cooperating with police.  Re-interviewing of witnesses provided information leading to the arrest of Sammy Lozano.

24-year-old James Lozano (5-26-81) was arrested back on January 4, 2006.  He was charged with one count of Murder in connection with the death of Frank Ramirez.  James is the brother of Sammy and the wife of Yvonne.

Police were called to 3407 Thomas just before 2:30 a.m. on January 1, 2006.  A domestic verbal argument between two people escalated into a fight involving several people.  Five people received stab wounds, including the two deceased.  The other three men were treated and released.

Police did recover two knives, one golf club shaft, and a broken liquor bottle all believed to be used during the fight.

The investigation continues.  No further arrests are expected at this time.


CDBG PRE-APPLICATION TRAINING

Applications for the 2005/06 Community Development Block Grant (CDBG) program will be available beginning February 14, 2006.  Applications can be picked up at City Hall, 4th floor, or by email scantu@midlandtexas.gov.

A pre-application training session is scheduled for February 23, 2006, 10:00 a.m. at City Hall, 300 N. Loraine.

CDBG funds are to be used primarily on programs and projects that benefit low and moderate-income persons.  The City will receive $931,090 for the 2006/07 CDBG program.

Many types of public service programs are eligible for CDBG funding.  However, the City may only allocate 15% of the total to public services.  Other eligible activities include infrastructure improvements, public facilities, housing programs, economic development, and program administration.

The City Council will continue its strategy of using a significant portion (60%) of the CDBG funds within a specific area in the City.  A committee has been selected to make the determination of the area location.
