2006 SEAL COATING

The City of Midland will kick off its annual seal coating project on Monday, July 10, 2006.

The target area for this year is north of CR 60 to Trenton Drive (old WCR 54) from Avalon Drive to Dumfries Road and south of CR 60 to WCR 69 from NCR 1241 to NCR 1248.  The entire project is expected to last three weeks.

This year’s project will concentrate primarily on newly annexed areas into the city located just west of Holiday Hill Road. 

The first phase, week one, will target the area north of CR 60 to Gladiola Avenue from Avalon Drive to Golden Gate Drive.

An oil and two percent latex solution is used with crushed gravel on top.  This increases the longevity of Midland’s existing streets, adding 15-20 years of life and reducing reconstruction costs. 

Seal coating takes place in different areas of the city each year.  The same area receives treatment every six or seven years.

MLK COMMUNITY CENTER OFFERS SUMMER ACTIVITIES

The City of Midland Martin Luther King, Jr. Community Center, 2300 Butternut Lane, is bussing with activity this summer.  Citizens should mark their calendars for the following events:

Learn movement activities to keep busy toddlers moving.  At the end of the class, participants will receive a free activity book to use at home.

JULY 11th CITY COUNCIL MEETING

  • The City Council will consider accepting a donation from Halliburton and ConocoPhillips.  The companies recently hosted the third annual Bad Boy Blast which raised $60,000. The Midland Police Department would receive $15,000 as the funds are split between four local law enforcement agencies. The event was held on April 22, 2006.  A record number of shooters, 571, participated in this year’s Bad Boy Blast sporting clay shoot.  Media Contact: Chief John Urby/MPD at 685.7593
  • The City Council will also consider accepting grant money from the Permian Basin Regional Planning Commission for Solid Waste Management Projects.  For each ton of material that crosses the scales at the landfill, the City pays $1.25 to the State.  The State returns a portion of the collected monies to the Council of Governments who administers the funds.  The City of Midland applies each year for a share of the available grant money.  The grants are intended for projects that emphasize, “reduce, reuse, and recycle.”  The City works with Keep Midland Beautiful on the selected projects.  This year the funds, $42,000, will be used to purchase an additional 30 cubic yard recycle containers, for advertising and public service announcements, for community clean up events, and for education materials.  Media Contact: Kay Snyder/Director of Utilities at 685.7262

ADMINISTRATIVE INVESTIGATION CONCLUDES

The Midland Police Department has completed an administrative investigation into alleged violations of Midland Police Department General Orders by an officer. 

28-year-old Caleb Edwards, 3-14-78, will return to patrol duty effective immediately.  The administrative investigation found no violations of Midland Police Department General Orders. 

Edwards was initially placed on Administrative Leave on June 14, 2006.  The action followed an allegation of Cruelty To An Animal.  A criminal investigation into the incident resulted in a No Bill from a Midland County Grand Jury on June 21, 2006. 

The alleged incident occurred while Edwards was off-duty on June 8, 2006, and involved a personal dog.

During the administrative investigation, Edwards was working in a non-law enforcement position at the police department. 

Edwards has been employed with the City of Midland for 3½ years.  He currently works as a patrol officer. 


KIDS ACADEMY

The Midland Police Department will host a Kids Police Academy.  The class begins Monday, July 10 and ends on Friday, July 14, 2006.  Classes will be conducted from 8:00 a.m. – 12:00 p.m. each day.

Twenty-four kids will participate.  They will have the opportunity to learn about the police department and hear from officers and detectives.  Sessions are planned in the dispatch/911 area, with patrol, crime scene investigations, bike patrol, municipal court, Culver Youth Center, K-9, SWAT, mobile substation, gang unit, EOD, and gun safety at the firing range.

This is the second time MPD has hosted a Kids Academy.  The last time was in 1997.  All kids involved this year are children or grandchildren of department employees.  The MPD hopes to host the academy annually and open it up to the entire community.
