JULY 25th CITY COUNCIL MEETING

  • During a 9:00 a.m. briefing session, the City Council will discuss the 2006-07 Policy Agenda.  During the Strategic Planning Session in June, the City Council prioritized goals for the upcoming year.  The plans include both targets for policy action and a management agenda.  Top priorities include Effluent Re-use, Midland Center/Convention Center, Storm Water Program and Funding, Annexation Actions, and Affordable Workforce Housing: Evaluation and Strategy.  The priorities serve as a map for staff to follow over the next year.  Media Contact: Rick Menchaca/City Manager at 685.7200
  • In the regular meeting, Council will consider an agreement with the Midland RockHounds with terms revised for the construction of six new luxury suites.  Terms of the agreement include: adding five years to the current $50,000 annual lease term of April 1, 2002, until March 30, 2022.  There are two optional five-year renewal terms through 2032 that may be exercised.  The City will receive 80% on rental of all suites above an annual base revenue amount of $265,000.  After construction costs have been paid off, revenue of all suites will be split 50/50 above a base revenue amount.  In addition, the RockHounds will be allowed to sell advertising on Citibank and Grande scoreboards, the two marquees, the south end zone, and four concourse ramps.  The City will receive 75% of the sales with the RockHounds receiving 25%.  The new suites should be ready for the 2007 season.  Media Contact: Monette Burke/Community Services Director at 685.7354
  • The Council will also consider approval of plans for replacement of cart paths at Hogan Park Golf Course.  The proposed project includes removal of existing asphalt cart paths and replacing them with 6,400 linear feet of eight foot wide concrete cart paths.  The new paths would connect existing concrete paths around greens and tee boxes of #10 through #18 of the Roadrunner Course. BABY MOSES

The Midland Fire Department, joined by community organizations and Midland Memorial Hospital, will announce the adoption of the Baby Moses Project.  The press conference will be held on Monday, July 24, 2006, at 9:00 a.m. at Fire Station #3 located at Lamesa and Golf Course Road. 

A total of ten safe baby site signs have been placed at Midland fire stations and at Midland Memorial Hospital.   The yellow and black signs are placed where they can easily be seen.  Newborns, under 60 days, may be voluntarily delivered unharmed to Safe Baby Sites.  A parent giving up a baby may voluntarily disclose background and medical information, but the parent is not required to do so under the law.  Infants given over will receive evaluation and placement in a permanent loving home where the child’s future is unlimited.

Baby Moses was adopted nationally in 1999 to address an alarming increase in newborns being abandoned.  Texas was the first state to adopt the Baby Moses Project.  The mission of the project is to publicize a confidential and safe alternative to newborn abandonment. 

The name Baby Moses was chosen because in addition to being placed in a basket, Moses was also carefully watched over by an anonymous protector until he was safely placed in the arms of a person who could provide the love and care necessary for life.  Similarly, those involved with this project, and the implementation of abandonment legislation, want to provide a protector for newborns.

2006 SEAL COATING

The City of Midland will continue its annual seal coating project.

Crews will target the same area as last week:  south of CR 60 to CR 69 from NCR 1241 to NCR 1248. 

The entire target area for this year is north of CR 60 to Trenton Drive (old WCR 54) from Avalon Drive to Dumfries Road and south of CR 60 to WCR 69 from NCR 1241 to NCR 1248. 

The project will concentrate primarily on newly annexed areas into the city located just west of Holiday Hill Road.  This year’s project started on July 3 and is expected to be completed within one month.

An oil and two percent latex solution is used with crushed gravel on top.  This increases the longevity of Midland’s existing streets, adding 15-20 years of life and reducing reconstruction costs. 

Seal coating takes place in different areas of the city each year.  The same area receives treatment every six or seven years.
