CITY SUPPORTIVE OF TXU ENERGY SAVINGS PROGRAM
With nighttime temperatures falling below freezing, the City of Midland would like to help remind citizens of a TXU Electric Delivery Program.  The Energy Efficiency Program’s goal is to lower energy usage system-wide.  Some components are aimed at consumers while others target businesses.

Incentives are offered to contractors, which the contractors can pass on to the consumer, to help encourage consumers to install energy-efficient appliances or make adjustments or upgrades to their homes or businesses that will result in using less energy.

Consumer focused programs include:

  • Residential and small commercial program, open to any consumer who may need help with energy efficiency improvements in the home or business.  It provides contractor incentives that the contractor can pass on to the consumer that aid in the purchase of energy efficient appliances and upgrades for the home. 
  • Low-income weatherization or hard-to-reach standard officer, a program targeting consumers with incomes at 200 percent of poverty level or below that will pay for most or all of energy efficiency measures to tighten up a home, such as caulking, weather stripping, etc
  • Energy star homes, the most successful and popular program available through TXU Electric Delivery, improves the energy efficiency of new homes through the use of advanced building materials and techniques.

Homeowners can reduce annual energy bills by more than $250 by having their homes winterized with simple measures such as installing insulation, sealing ducts, tuning and repairing heating and cooling systems, mitigating air infiltration, and reducing base load consumption.

2006 MANAGEMENT AWARDS
The 2006 City of Midland Management Award winners will be announced on Thursday, December 7, 2006, at 11:30 a.m. at the Petroleum Club.  City Manager Rick Menchaca will present plaques to the award winners during the luncheon.  The fourteen winners demonstrated accomplishments above and beyond the ordinary, using creativity, personal effort, and a commitment to excellence.  Their projects have saved taxpayers money, and in some cases, increased efficiency.  

Monetary Savings
Tina Jauz and Debbie Gotovac – First Place Monetary Savings
In 2005 Cox Communications announced its intention to sell a portion of their company.  Working together these two were able to convince other West Texas cities to join forces to perform a joint coalition that ultimately led to an Audit/Transfer Agreement, which kept all aspects of the current agreement and did not decrease the customer service to our citizens.

Mark Phillips and Jerry Lawrence – Second Place Monetary Savings
In the pilot program the installation of GPS devices in various fleet vehicles has resulted in significant cost savings.  Additional installation of GPS devices in non-public safety vehicles has resulted in cost savings of $66,799. 

Bob McNaughton – Third Place Monetary Savings
The refunding of the Tax and Waterworks and Sewer revenue Certificates of Obligation, Series 2000 was accomplished as an Advance Refunding.  General Obligation Refunding Bonds, Series 2006B resulted in interest savings of $15,763,150; $12,263 net of 4b Sales Tax used.  The Airport Subordinate Lien Revenue and Tax Certificates of Obligations, Series 1996 were also refunded resulting in interest savings of $1,346.450.

External/Service Delivery
Dale Seago – First Place External/Service Delivery
Sgt. Seago converted the Community Relations trailer into a surveillance unit equipped with a camera system and reinforced to keep it from being broken into.  The unit can easily be moved and the visibility of a marked Unit in the neighborhood is a deterrent to crime.

Sal Garcia – First Place External/Service Delivery
In order to engage key businesses in the preparation for pandemic influenza and other large scale events and to identify best practices to assist local businesses in maintaining an ongoing communication we coordinated and presented the first annual Avian/Pandemic Influenza Business Forum.

Russ Conley – Third Place External/Service Delivery
Recognizing the need to expand the number of ambulances responding into north Midland, the Fire Department placed a sixth unit into service.

Internal/Organizational Efficiency
Tony Goyang – First Place Internal/Organizational Efficiency
Replaced the existing mailing system with one that would provide cost saving opportunities.  With the new system the vendor provided the Digital Mailing System on the State of Texas Government Monthly Rental contract. 

David Scardino – Second Place Internal/Organizational Efficiency
In 2005 the number of sex offenders within the City grew to 88 and the task of monitoring this many offenders was almost unmanageable.  Sgt. Scardino came up with the idea of assigning one sex offender to each officer in patrol.  This method makes the process more efficient because it spreads the responsibility among 65 officers.

Innovation Award
Amy Shuman – First Place Innovation
For her innovative creation of a Help File to be used by the Police Department that provides consistency in using the Ageis Field Reporting system.

Scott Swigert and Lonnie Oldham – Second Place Innovation
For their initiative in designing and manufacturing an in-house trashcan that would be both suitable for West Texas and that would meet the requirements of being functional, efficient and economical. 

Richard Schwope – Third Place Innovation
Working with representatives of the Parks Department and COM Richard designed a facility that met the needs of the community and yet could be built within budget.
