April 23, 2007

CAPITAL MURDER
Midland Police were called to the scene of a double homicide this morning, April 23, 2007, at approximately 6:08 a.m., in reference to a possibly Murder.

A man had gone to the residence, 509 S. Madison, just after 6:00 this morning.  The door to the residence was open and the man called police when he saw one man inside with a gunshot wound.

When officers arrived at the scene, they discovered one man deceased in the living room area and another deceased in a back bedroom.   Both had suffered at least one gunshot wound.  The shell casings left at the scene indicate the weapon used was a 9mm semi-automatic.  It was also apparent that a Robbery had also occurred as money was scattered both inside the house as well as in the front lawn.  The capital charge is possible due to the fact that two people were killed during the same criminal transaction. 

Deceased are 62-year-old Phillip Newbill and 77-year-old Henry Jones.  Jones lived at the residence while Newbill was an acquaintance of Jones. 

The bodies were sent to Tarrant County for autopsy.

There are no suspects at this time however police are following leads in the case.

There was one other homicide this year in the City of Midland back on March 17th.

CAPITAL MURDER INFORMATION
Police need your help in locating a person of interest in connection to the Capital Murder case.  Detectives are stressing that this person is not a suspect at this time, rather a person they would like to interview.  He could provide details important to the case including clarification of a timeline for the early hours of this morning.

He is described as a Hispanic male in his 20’s, bald head, and was last seen wearing blue jeans and a red hoodie.  He was driving a blue Mitsubishi 4-door with tinted windows.

MISSING PERSON FOUND DECEASED
A  missing Midland man was found deceased over the weekend in Hudspeth County.

On Friday, April 20, 2007, a rancher found the body of 77-year-old Ira Stanford, Jr. approximately 11 miles south of Sierra Blanca.  His vehicle was off the roadway in an arroyo (ditch without water) and his body was near the vehicle. 

The body of Stanford was sent to El Paso for an autopsy.  There are no signs of foul play at this time.

Police first received a report of the missing Alzheimer’s patient back on March 24, 2007.


APRIL 24th CITY COUNCIL MEETING

  • During a 9:00 a.m. briefing session, the City Council will discuss the concept of a City owned Municipal Wireless Network.  The Wi-Fi system would allow the City to furnish wireless Internet access to its citizens.  Other cities have implemented or are in the process of implementing a Municipal Wireless Network.  Many of the cities are offering free basic dial up speed access to their citizens and charging for higher access speeds.  The system would allow citizens to access the Internet outdoors, at parks, etc.  Inside modems/antennas would likely be necessary.  The City currently  has a smaller wireless network in place for employees performing work in the field.  Media Contact:
  • During the regular meeting, the City Council will consider execution of an interagency agreement between the City of Midland, City of Odessa, and Midland County for the renewal of the Midessa Metro Auto Theft Task Force grant.  The City expects to receive $39,195 to fund one officer position with a City match of $38,465.  The officer is assigned to the Auto Theft Task Force.  This is the sixteenth year to apply for the grant.  Since 1991, there is a 24% reduction in the auto theft rate, 3,010 vehicles have been recovered at a value of $54,593,576 with a total of 895 arrests.
  • The City Council will also consider approval of an application to receive funds for a Victim Assistance Coordinator.  The Texas Crime Victims’ Grant Program was created by the Texas Code of Criminal Procedure.  In the latter part of 1989, State law mandated that all local law enforcement agencies designate an individual to serve as a representative to consult with the Texas Attorney General, to ensure that victims, guardians of victims, or relatives of deceased victims, are afforded the rights granted to them.  The City would receive $38,954 to maintain one civilian Victims Assistance Liaison position with the City matching with $11,140. 

FREE IMMUNIZATIONS
The City of Midland Health and Senior Services will provide free immunizations to the citizens of Midland.  The free clinic will take place on:

All children need to be protected from serious childhood diseases.  Immunizations can help protect children from Measles, Mumps, Rubella, Tetnus, Diptheria, Pertussis, Polio, Haemophilus Inflenzae b, Hepatitis B, and Chickenpox.

A parent or guardian must accompany children under the age of eighteen and they must have their shot records.
