MAY 8th CITY COUNCIL MEETING

  • During a 9:00 a.m. briefing session, the Midland City Council will discuss the City’s Sex Offender Follow-up Program and an Attorney General ruling that allows home-rule cities to prohibit where registered sex offenders live.  In 1999, the Midland Police Department, in cooperation with other area law enforcement agencies, made annual compliance checks of sex offenders.  Since 1999, the number of registered sex offenders has increased from 22 to 90.  In order to tighten accountability, the department has assigned two sex offenders to each patrol officer.  Officers make compliance checks on a quarterly basis.  Some cities in Texas have opted to pass ordinances which restrict sex offenders from residing close to certain public places and facilities.  This includes areas near schools, parks, and other locations where children typically congregate. 
  • During the regular meeting, the Council will consider authorizing an agreement with the State for closure of Wall Street during the Mex-Tex Family Fiesta Weekend.  The closure will include Wall Street between Main and Colorado on June 1-2, 2007.  The Mex-Tex Family Fiesta is one of several outdoor events planned in downtown Midland this summer. 
  • A public hearing will be held at 7:00 p.m. as part of the process of developing the 2007/08 Community Development Block Grant (CDBG) Action Plan.  A total of $929,423 in CDBG funds from the U.S. Department of Housing and Urban Development will be allocated to the City for the 2007/08 CDBG program.  This is a reduction of $1,667 from the $931,090 grant in 2006/07.  The purpose of the public hearing will be to inform the public of past usage of CDBG funds, allow staff to present applications and proposals for the use of CDBG funds, and to receive input and receive comment or concerns which could be addressed with the 2007/08 funding.  The City Council is expected to reach a preliminary decision regarding the distribution of funds.  A second public hearing will be held on June 12, 2007.  

PROMOTION
The Midland Fire Department will promote an employee to higher ranks.  A ceremony will be held on Wednesday, May 9, 2007, at 10:00 a.m. at the Central Fire Station.

Fire Fighter David Castillo will move to the rank of Fire Driver.  Castillo has been with the department for eight years.
