OFFICERS BACK ON FULL DUTY
Midland Police Detective Matthew Fraley and Sergeant Michael Hedrick are back to full duty today, Tuesday, June 5, 2007, after being placed on Administrative Leave with pay on April 23, 2007. The officers had been working in an Administrative Duty capacity since May 9, 2007.
The internal investigation is still pending. The shoot team will wait to close the case until the final autopsy report is received. That could take several more weeks.
An administrative review board, which examines all incidents involving the use of deadly force by an officer, concluded that the officers’ actions were in compliance with both State Law and the Midland Police Department’s General Orders. They also determined the incident was not indicative of a need for further training or counseling or any further action.

On April 23, 2007, following a day of running down leads in a Capital Murder case, Midland Police received information that led them to a residence in the 100 block of Glenwood. At that location, they found the vehicle of a person of interest (a blue Mitsubishi) however not the man. Detectives then received information that the man could be the suspect and was at a friend’s house in the 900 block of north Lee. Police were on scene and were assisted by the DPS helicopter. The suspect was seen fleeing the area first in a vehicle then briefly on foot. Five MPD officers approached the suspect, physically struggling with him while attempting to make the arrest. During the struggle, officers report the suspect appeared to be reaching for a weapon. At that time, two of the five officers fired their weapons. One officer used his duty weapon, a Glock .45 caliber semi-automatic, the other used a rifle. The suspect, 20-year-old Chad Sanchez, was dead on scene. Sanchez became a suspect in a Capital Murder incident that occurred early that day after Police received information about him attempting to sell a 9mm gun at two different locations in the city. That coupled with the information about him being at the scene made him a suspect in the Capital Murder case.
The preliminary autopsy report for Sanchez list the cause of death as a gunshot wound to the head. He also received a gunshot wound to the right forearm.
The Texas Rangers are also conducting an investigation.

FATALITY
A Midland man injured in a recent accident has died from injuries he sustained.
64-year-old Rudy Herman died last night at Midland Memorial Hospital. He had been listed in critical condition with severe head injuries since the accident that occurred on May 31, 2007.
Police are still searching for a female driver who fled the scene.
At approximately 4:00 a.m. on May 31st, police were called to the intersection of Front and Garfield in reference to an accident with injuries. A male subject was lying on Front Street with injuries. Police learned from witnesses that a woman and the injured male had been arguing in the parking lot of the Town & Country. They got into a 2004 Dodge pickup, the female driving and the male in the passenger seat. She exited the parking lot, making a quick semi-circle on Front Street and returning to the parking lot of the store. The man fell out of the vehicle onto Front Street. The female then walked over to the man and quickly fled the scene on foot.
The relationship between the woman and Herman is unknown. The suspect could be charged with Failure to Stop and Render Aid in addition to more serious offenses.
An autopsy will be performed in Tarrant County. The investigation continues.
