APRIL 8th CITY COUNCIL MEETING
- DISCUSSED: During an 8:30 a.m. briefing session, the City Council listened to a presentation regarding the 10-Year Strategic Plan for the Midland Police Department. Each year, the MPD Command Staff meets to discuss strategic planning. Results of the one-year plan are prioritized and used in budget preparation. The ten-year plan addresses anticipated needs in regards to personnel, facilities, technology, and equipment.
- APPROVED: During the regular meeting, the City Council approved allowing the MPD to apply for the 2008 Bulletproof Vest Program Grant. On June 16, 1998, the Bulletproof Vest partnership Grant Act was signed into law directing the Department of Justice to provide matching grants to state and local law enforcement agencies so that they can purchase bulletproof vests to protect the lives of their officers. MPD has previously received six of these grants which have resulted in a savings to the City of $70,304.65. Each MPD officer is equipped with a bulletproof vest. Warranties are good for five years and therefore replaced every five years at a cost of $564.00 each. Funds from this grant, along with those from the Invest-In-A-Vest Program, help fund the replacements.
- APPROVED: On second and final reading, the City Council approved amending the fees to be charged at the Doug Russell Pool and the Washington Aquatic Center. The fees collected will assist in offsetting the estimated operating costs for both pools. The ordinance establishes fees for daily, ten day, and twenty-five-day passes; family and seasonal passes; picnic table rental; party room rental; and after hours rental. These new fees shall become effective May 1, 2008.
- APPROVED: The Council approved an ordinance which would make it illegal to drive or park a vehicle on the City’s Wildlife Preserve without a permit. The approximately 84 acre Wildlife Preserve is located north of Interstate 20, south of Business Interstate 20, west of Midkiff Road, and east of Midland Drive. If approved, the appropriate signs will be posted. A group of citizens (Friends of the I-20 Wildlife Preserve and the Midland Naturalists) is currently raising funds in an effort to secure the funding needed for the project. The City is attempting to seek grants through the Texas Parks & Wildlife Commission to help with the project.
POOL FEES AND RENTALS
The Midland City Council today, April 8, 2008, approved a fee schedule for public pools. The ordinance also sets the rates charged for picnic table rentals, party room rentals, and after hours rentals.
The fees for both Doug Russell Pool and for the Washington Aquatic Center will be as follows:
Daily Entry Pass (ages 3+) $1.00
Seasonal Pass (both facilities) $25.00
Family Seasonal Pass (up to five individuals both facilities) $75.00
Aquatic Facility Fees:
Picnic Tables (operating hours) $10/hr. + $25 deposit
After Hours Rental (2 hours) $300 + $250 deposit
Party Room Rentals (2 hours) $25 + $100 deposit
Fees collected help offset the estimated operating costs for both pools.
CHILD SEAT SAFETY CHECK
The Midland Police Department will participate in a free Child Seat Safety Check event to be held on Saturday, April 12, 2008, from 10:30 a.m. – 1:30 p.m. at the Scharbauer Sports Complex.
Parents and caretakers are encouraged to attend and ensure their car seats are installed properly as well as examine if their child is being properly restrained for effective safety. Please bring your children with you. Certified Child Passenger Safety Seat technicians will be available to check your seat for recall, proper fit, and correct installation. For those children who do not have the proper seat, appropriate seats will be given away while supplies last.
When in a moving vehicle, any child who is younger than five years of age and less than 36 inches in height must be secured in a child passenger safety seat system according to the instructions of the manufacturer of the safety seat system.
The event is hosted by Midland Community Federal Credit Union.
