WATER POLLUTION CONTROL PLANT STILL OPERATING ON BACKUP
The City of Midland’s Water Pollution Control Plant is operating on backup pumps after the operating pump stopped working last night, September 9, 2008. The City currently has the capacity to pump the flows and is bringing in two more pumps to provide additional backup. These diesel pumps will operate until the replacement pumps are placed in service sometime next year. Residents will not notice a change in sewer services.
There are three rotating screw pumps at the headworks of the Water Pollution Control Plant. These pumps lift the water that flows by gravity from the City so that it can then flow by gravity through the plant. Two of these pumps were out of service and replacement is scheduled with the contract being awarded in August. Under normal conditions a single pump is adequate to handle the flows. During a rain event, additional inflows make it necessary to run two pumps.
Since the City had a single pump operating, backup diesel pumps were contracted in case they were needed. Through August they had only been operated once.
SEPTEMBER SALES TAX REVENUES
The City of Midland has collected this month's revenue from the State Comptroller's Office. The total amount of revenue received was $2,230,364.
This month's figure reflects a 22.55% increase or a $410,425 increase from September 2007.
The year-to-date total sales tax revenue for fiscal year 2007-2008 is up 13.31% or a $2,929,348 increase from last year's totals at this time. Fiscal year-to-date actual sales tax revenue is $24,940,466.
Sales tax revenue is generated by sales tax income from two months prior to collection; September collection is based on July sales.
This is the 60th consecutive month of increased sales tax revenues when compared to the same month the prior year.
BOARDS AND COMMISSIONS VACANCIES
The deadline is approaching for residents interested in serving the city as a member of an advisory boards or commission. The City of Midland is currently seeking applications from interested residents. The City utilizes term limits which create a turnover in membership. As the City approaches the beginning of a new fiscal year, there are 54 total expirations and vacancies on 14 separate boards and commissions. The City Council will begin making appointments in September for the terms beginning October 1, 2008. The terms vary from two to four years and meetings vary from monthly to quarterly or as needed.

AGGRAVATED SEXUAL ASSAULT ARREST
Midland Police arrested a man today in connection with the Aggravated Sexual Assault of a 67-year-old female back on July 19, 2008.
35-year-old Colonel Livingston Lewis (7-29-73) was taken into custody this morning after officers obtained an arrest warrant. He is charged with Aggravated Sexual Assault due to the age of the victim. When a sexual assault is committed against someone over the age of 65, it is an aggravated offense.
The arrest follows notification and confirmation from a DPS Crime Laboratory out of Lubbock. The lab ran tests with physical evidence from the case. Midland Police were notified of a DNA match with a convicted felon. Lewis, who was residing in Midland, was then arrested for the crime.
Back on July 19, Midland Police responded to a call of an Aggravated Sexual Assault at approximately 6:00 a.m., at 2613 N. Midland Drive, the Ashton Way Apartments.
The victim reported that an unknown male entered her apartment through an unlocked door and then assaulted her. The suspect was wearing a black ski mask at the time of the assault.
