SEPTEMBER 23rd CITY COUNCIL MEETING

  • During the regular 10:00 meeting, the City Council will consider acceptance of a Small Community Air Service Development Grant.  The $600,000 grant will be matched with $100,000 MDC funds and $100,000 airport funds to attract and support service to a west-oriented connecting hub.  In February 2008, the Department of Airports retained the services of The Boyd Group to assist Midland in the retention and recruitment of new airline service.  The grant will allow the airport to leverage local funds, adding a tool in attracting new airline service to the community.
  • The City Council will also consider application for the Texas Department of Housing and Community Affairs HOME Investment Program.  The grant, in the amount of $160,000, would be used for the city’s Owner Occupied Housing Assistance Program.  The city hopes to assist five very low income elderly homeowners with the grant, CDBG and local matching sources on construction projects.
  • The City Council will consider acceptance of a grant from the Texas Department of Transportation for the Midland Police Department to conduct a FY2009 Comprehensive STEP Enforcement Project.  The grant, in the amount of $54,270, will be used to pay officer overtime for enforcement.  The project begins on October 1, 2008, and runs through September 30, 2009.  The Comprehensive STEP has two components, intersection traffic control enforcement and DWI enforcement.
  • The City Council will consider the execution of annual contracts with 18 Outside Agencies for the period of October 1, 2008, through September 30, 2009.  These agencies can be categorized as the following: promotion of tourism and the hotel industry; promotion of growth and development; and agencies that are an extension of city services.  A total of approximately $2.1 million will be distributed to the agencies.
