OUTSIDE AGENCY FUNDING
The City is now taking applications from agencies that want to seek funding in the City of Midland 2009-10 Fiscal Year budget. Each year, the City budgets funds for Hotel/Motel, City Development, and Non-Departmental activities. Applications are due Monday, April 6, 2009. Currently, 18 agencies are receiving funding through this process.
The three categories include (1) Promotion of Tourism and the Hotel industry, i.e. Commemorative Air Force, Arts Assembly of Midland, Midland Convention and Visitors Bureau, (2) Promotion of Growth and Development, i.e. Midland Hispanic Chamber of Commerce, Midland College B.E.D.C., and (3) Agencies that are an extension of city services, i.e. Teen Court and Permian Basin Community Centers of Midland.
Current applications are for funding in the FY09-10 Budget Year, beginning October 1, 2009. The respective citizen advisory board will review Hotel/Motel and City Development funding requests.
MARCH 10th CITY COUNCIL MEETING

During an 8:30 a.m. briefing session, the City Council will listen to a presentation regarding the City’s Succession Plan. The presentations will consist of an overview of two programs being recommended. Both target individuals within the organization who would be developed to provide a solid workforce, and management team, for the future.

During the regular meeting, the City Council will consider acceptance of a grant from the Texas Department of Housing and Community Affairs for Homebuyer Assistance funds. The City submitted the application back in December in connection with the HOME Investment Partnership Program. The grant award will provide $4,000 in administrative funds and $100,000 for down payment assistance. The funds will be used as part of the City’s homebuyer assistance program to assist ten low-income first time homebuyers with the purchase of new homes within the CDBG areas.

The City Council will listen to a presentation regarding the 2008 Midland Police Department Traffic Contact Report. This is the seventh year of the report with the M.P.D. collecting data on all traffic contacts since 2002. A summary will be available for the media at the meeting.
FATALITY ACCIDENT
At approximately 10:15 p.m. on March 7, 2009, Midland Police were called to the scene of a pedestrian accident at 4900 W. Loop 250 N.
According to witnesses, and the preliminary investigation, Kayla Hernandez, 8-15-94, of Midland, was crossing the eastbound lanes of Loop 250 on foot from south to north when she was struck by an orange 2001 Dodge Neon traveling eastbound on Loop 250. Hernandez was accompanied by an 11-year-old brother and 11-year-old step sister.
She was transported to Midland Memorial Hospital where she was later pronounced dead. The driver of the vehicle, 28-year-old Raylesha Bowers, was transported, treated, and released.
No charges have been filed at this time. The investigation continues.
