APRIL 14th CITY COUNCIL MEETING

  • During the regularly scheduled 10:00 a.m. meeting, the City Council will consider accepting funds for reimbursement of associated costs of response to the Rio Grande flooding events in Presidio.  The Midland Fire Department responded to the need for help.  The Governor’s Division of Emergency Management is reimbursing the City $21,911.12. 
  • The City Council will consider approving two different grant applications for the Midland Police Department.  The FY2010-2011 Victim Coordinator and Liaison Grant would help the City retain the one Victim Assistance Liaison position.  In 1989, State law mandated all local law enforcement agencies designate an individual to serve as a representative to ensure victims, guardians of victims, or relatives of deceased victims, are afforded the rights granted to them.  The $36,956 grant would help fund the position.  In addition, the Police Department is seeking approval to apply for the 2009 Recovery Act: Justice Assistance Grant (JAG).  The City, in conjunction with Midland County, is eligible for $213,117 (60%, $127,870 for the City).  The Police Department would purchase equipment, technology, and other material directly related to basic law enforcement with the federal grant. 
  • The City Council will consider adopting a Water Conservation Plan for the City of Midland.  The new plan will supersede the old 2005 plan.  It is essentially the same with the addition of two projects.  The MISD irrigation project provides up to $500,000 for materials for the school district to convert to automated, centrally controlled, irrigation systems.  The Midland College Interceptor Plant will scalp wastewater and treat it to drinking water standards to replace the potable water they currently use for irrigation.  The plan is part of the City’s overall efforts to reduce water usage and inform the public of how they can help in water conservation. 
  • The City Council will consider acceptance of two grants to assist the Midland Fire Department.  The Assistance to Firefighters Grant will allow the purchase of special mobile and hand held radios for safer and more efficient communications.  The grant is in the amount of $489,440.  The other Assistance to Firefighters Grant would provide a complete new set of bunker gear (firefighter protective clothing).  All bunker gear older than 10 years must be replaced.  The grant is in the amount of $335,600.
