Robert1Robert Patrick serves as the City Manager of the City of Midland. Prior to his appointment, he served as the Assistant City Manager, and General Services Director for Midland. He has served various Cities in Texas, including, Lucas, Denton, Henrietta, and Spearman. Patrick graduated from Western Governors University with a Bachelor of Science degree in Business Management. He received the Barney Knight scholarship from the Texas City Managers Association in 2000 and earned his Certified Public Manager designation from Texas Tech University in 2003. Patrick has more than 25 years of experience in municipal government including procurement, utility management, facility construction and renovations, grant writing and administration, asset management, fleet management, and capital planning. Robert served as President of the Panhandle City Management Association from 2002-2004, and is a certified instructor for the Texas Water Utility Association. Through the years, he has served on the Texas Municipal League Small Cities Advisory Council, several committees of the Texas City Management association, and is a member of the American Society for Public Administration. Robert has been married for over 30 years to Kim Patrick, and they have four children, Christian and his wife Gwynette, Geoffrey, Madison, and Allison Patrick.
