Robert Patrick serves as the City's Assistant City Manager. Prior to his appointment, he served as the City of Midland's General Services Director and Assistant to the City Manager.
Patrick graduated from Western Governors University with a Bachelor of Science degree in Business Management. He received the Barney Knight scholarship from the Texas City Managers Association in 2000 and earned his Certified Public Manager designation from Texas Tech University in 2003.
Patrick has more than 20 years of experience in municipal government including procurement, facility construction and renovations, grant writing and administration, asset management, fleet management, and capital planning.
Robert served as President of the Panhandle City Management Association from 2002-2004, has been a member of the Texas Water Utility Association, the National Association of Fleet Administrators, the Texas Municipal League Small Cities Advisory Council, and currently serves on the Diesel Technology Advisory Board for Midland College.
