Franchise Utilities

The Engineering Services Division is responsible for permitting construction activities within the City of Midland's right-of-way. This includes regulating the activities of utility companies that have a significant amount of infrastructure in the City's roadways. Through permitting and coordination, our goal is to ensure that all construction activities are well organized, and impacts are mitigated to reduce public inconvenience, guarantee proper street repair, and ensure all regulations are enforced appropriately.

NOTICE: It is the responsibility of every permittee, whether professional contractor or homeowner, to obtain and be familiar with the laws that govern their proposed construction work. 

 Inspection Requests

All requests for inspection in the right-of-way should be emailed to inspections@midlandtexas.gov .
