Airport Planning and Development Board: (Advisory)

•  10 members, three-year terms
• Meets on the 3^rd Wednesday of each month at 10:00 a.m. in the Third Floor Media Room at Midland International Air & Space Port.
• Advises City Council and Airport Director regarding the promotion and development of Midland Industrial Park, Midland International Air & Space Port, and Midland Airpark.
• Eligibility Requirements: Residents of Midland County

Animal Control Advisory Commission: (Advisory)

• 7 members, four-year terms
• Meets 3^rd Monday in January, March, May, July, September & November at the Martin Luther King, Jr. Community Center, 2300 Butternut, Midland, TX.
• Advises City Council and the City’s Animal Services Division on animal control problems and compliance with regulations of the State or other governmental entities.
• Eligibility Requirements: 1 Licensed Veterinarian, 1 Animal Shelter Employee, 1 Animal Welfare Organization Representative, 1 County or Municipal Official, and 3 Citizens.

Barbara & George H.W. Bush Convention Center Advisory Board  (Advisory)

• 7 members, three-year terms.  Four board members appointed by the City of Midland.
• Meets quarterly, dates and times to be determined.
• Makes recommendations to the City Council regarding the management of the Barbara & George H.W. Bush Convention Center and matters related thereto.

Building & Fire Code Review Committee/Construction Board of Adjustments & Appeals: (Decision Making)

• 9 members, six-year terms
• The board must consist of:
  • An Architect 
  • A Second Architect
  • A Fire Protection Contractor or Specialist
  • A General Contractor 
  • An Electrical Contractor
  • A Homebuilder
  • A Plumbing and Mechanical Contractor
  • A Structural Engineer 
  • A City Council Liaison
  • Meets as needed
  • Reviews the present building and fire codes of the City of Midland and advises the City Council of any additions or deletions thereto that the committee recommends.  Reviews new editions of the International Code Council Codes and makes recommendations to the Council concerning their adoption.  Upon request of the City Council, the committee shall also advise the Council on any other matters related to the building or fire codes that are brought to the Council’s attention from time to time.  Hears and decides appeals from orders, decisions or determinations made by the fire code official following International Building Code section 113.2 and the International Fire Code section 108.2.

Capital Improvement Advisory Committee: (Advisory)

• 7 members, no designated terms 
• A minimum of 40% must be representative of real estate, development, or building industries that are not employees or officials of a political subdivision or government entity. 
• Advise and assist the City in adopting land use assumptions; Review the capital improvements plan and file written comments;  Monitor and evaluate the implementation of the capital improvements plan;  File semiannual reports concerning the perceived inequities in implementing the plan or imposing the impact fee; advises the City of the need to update or revise the land use assumptions, capital improvements plan, and impact fee and performs the duties of a capital improvements advisory committee described in Chapter 395 of the Texas Local Government Code, as may be amended. 
• Eligibility Requirements: A minimum of 40% must be a representative of real estate, development, or building industries who are not employees of officials of a political subdivision or governmental entity.

 Citizens Development and Hotel/Motel Advisory Board: (Advisory)

• 7 members, two-year terms
• Meets as needed in the Basement Conference Room at City Hall, 300 N. Loraine.
• Advises City Council on the matters of advertising the City of Midland and promoting its growth and development according to Chapter 371 of the Texas Local Government Code and use of Hotel/Motel funds collected under Chapter 351 of the Texas Tax Code.

Midland Central Appraisal District: (Separate Legal Entity)

• 5 members, two-year terms
• Elected by Local/Taxing Entities
• City Nominates/ Casts Vote for one Director

Midland Development Corporation: (Separate Legal Entity & Decision Making)

• 7 members, three-year terms
• Meets monthly at City Hall, 300 N. Loraine, or other locations in the City as determined by the Board.
• Administers funds, subject to City Council approval, to promote and develop new and expanded business enterprises.
• Eligibility Requirements: No director or employee shall be related to a current City Council member

Midland Downtown Park Conservancy: (Separate Legal Entity)

• 7 board members, three-year terms. Three board members were appointed by the City of Midland.  
• Meets six times per year, excluding special meetings and committee meetings. Regular board meetings occur on the second Wednesday of every other month, 3:30 PM CT at the Midland Chamber of Commerce’s office located at 303 W. Wall St., Suite 200, Midland, Texas 79701. 
• Represents the City Council and the City of Midland on matters about Centennial Park located in Downtown Midland, to which the City of Midland provides monetary support to.

Midland Housing Authority Commission: (Separate Legal Entity)

• 5 members, two-year terms
• Meets 4^th Monday of each month at 11:45 a.m. in the Conference Room, Midland Housing Authority, 700 W. Scharbauer.
• Operates on behalf of local government to serve the housing authority needs of the community’s low-income housing for the elderly and disabled.
• Eligibility Requirements: No member may be an officer or employee of the City of Midland

Midland-Odessa Urban Transit District Board: (Separate Legal Entity & Decision Making)

• 12 members (6 from Midland, 6 from Odessa), two-year terms
• Meets 4th Wednesday of each month at 12:00 p.m. at 10300 Younger Road, Midland, TX.
• Provide oversight of the Transit System operating in Midland and Odessa.

Midland Spaceport Development Corporation

• 7 members (4 appointed by City Council, 3 appointed by Midland County), two-year terms
• Meets the second Thursday of the first month of each quarter.
• Supports the creation and development of a spaceport project in Midland, Texas, and for any lawful purpose permitted by Texas Nonprofit Corporation Law.

Oil and Gas Advisory Committee: (Advisory)

• 5 members (3 petroleum engineers or geologists, 2 with property development or real estate experience), three-year terms
• Meets as needed.
• Assists the City of Midland Planning Division with the administrative review of Oil and Gas Well Permit applications for (1) technical compliance with the requirements of Sec. 6-1-23 of the City code regarding Oil and Gas Well Permits issued on or after January 1, 2010, and (2) administrative completeness.  The Committee may also recommend a surface location where there is a disagreement between the Operator and the owner.  The Committee is subject to the Texas Open Meetings Act, but functions in an advisory capacity only.

Parks and Recreation Commission: (Advisory)

• 9 members, three-year terms
• Meets six times per year typically on the third Tuesday of the month at 11:30 a.m. at the Martin Luther King, Jr. Community Center, 2300 Butternut Lane.
• Advises the City Council and Community Services Department concerning all matters pertaining to public parks and recreation in the City.
• Eligibility Requirements: Resident citizen, taxpayer, and qualified voter.

Permian Basin Community Center for MH/MR (PermiaCare): (Separate Legal Entity)

• PermiaCare is governed by a nine-member Board of Trustees that are appointed by the cities and counties they serve.
• The City of Midland appoints 2 members, two-year terms
• Meets 3^rd Tuesday of each month at 3:30 p.m. at 401 E. Illinois Ave. Ste. 100, Midland, TX.
• Designs programs of mental health and intellectual development disability services and determines how local funds, contributed by each party, shall be spent.

Personnel Board of Appeals: (Decision Making)

• 3 members, no designated terms
• Meets as needed at a time and place to be determined.
• Considers appeals of city employees regarding disciplinary action and determines what action may be taken regarding the employee’s appeal.
• Eligibility Requirements: The Board consists of two City Council members and one other member who is not a City Employee.

Planning and Zoning Commission: (Decision Making)

• 7 members and 2 alternates, three-year terms
• Meets every first and third Monday of the month at 3:30 p.m. in the City Council Chamber, City Hall, 300 N. Loraine.
• Considers issues regarding developments and improvements of property within the City limits and makes recommendations to the City Council.
• Eligibility Requirements: Resident of the City of Midland, owner of real property within the City Limits, and qualified voter.
