Boards & Commissions
Background
Boards and Commissions play a key role in City government by reviewing community issues and recommending actions to the Council. While most are advisory, some have decision-making authority. Their effectiveness depends on the commitment of citizens who want to improve Midland. We encourage residents to apply for any Board or Commission that interests them.
Applications are especially encouraged in June, as most terms end in September. Forms are available year-round from the City Secretary’s Office. Descriptions of Midland’s Boards and Commissions can be found below.

- Reviews the present building and fire codes of the City of Midland and advises the City Council of any additions or deletions thereto that the committee recommends. Reviews new editions of the International Code Council Codes and makes recommendations to the Council concerning their adoption. Upon request of the City Council, the committee shall also advise the Council on any other matters related to the building or fire codes that are brought to the Council’s attention from time to time. Hears and decides appeals from orders, decisions or determinations made by the fire code official following International Building Code section 113.2 and the International Fire Code section 108.2.

- Advise and assist the City in adopting land use assumptions; Review the capital improvements plan and file written comments; Monitor and evaluate the implementation of the capital improvements plan; File semiannual reports concerning the perceived inequities in implementing the plan or imposing the impact fee; advises the City of the need to update or revise the land use assumptions, capital improvements plan, and impact fee and performs the duties of a capital improvements advisory committee described in Chapter 395 of the Texas Local Government Code, as may be amended.

- Assists the City of Midland Planning Division with the administrative review of Oil and Gas Well Permit applications for (1) technical compliance with the requirements of Sec. 6-1-23 of the City code regarding Oil and Gas Well Permits issued on or after January 1, 2010, and (2) administrative completeness. The Committee may also recommend a surface location where there is a disagreement between the Operator and the owner. The Committee is subject to the Texas Open Meetings Act, but functions in an advisory capacity only.
