COUNCIL APPROVES BID TO RENOVATE QUAIL COURSE AT THE COURSES AT HOGAN PARK

MIDLAND, TEXAS -- The Midland City Council approved awarding a bid for the renovation of the Quail Course at the Courses at Hogan Park.
The City will partner with Mid-America Golf and Landscape of Missouri for the renovations that include a new irrigation system, grading to address drainage issues, new greens turf, tee box and bunker revisions, and a reverse osmosis system for greens irrigation.
The reverse osmosis system will be capable of treating water for the greens on both the Quail and Roadrunner Courses, once both course renovations are complete.
Funds of more than $10.2 million will be appropriated for the project. Already approved increases in golf fees are expected to pay for improvements made at the Courses at Hogan Park. The renovation of the Quail Golf Course is a critical investment in the future of Midland's recreational infrastructure, and it is entirely funded by users of the golf course, not residents or homeowners.
“The increased user fees — from golfers, tournaments and the Pro Shop — have made the course financially self-sustaining, meaning it no longer relies on the city's general fund,” city officials reported. “In fiscal year 25, the golf course generated $4.8 million in revenue, up from $3.9 million in FY 2024, with an additional 10,000 rounds played – a 23% increase in revenue. This growth has allowed the course to cover its operating costs and pay for the renovation through user-generated funds.”
Work on the Quail Course is slated to begin the first week of November. Substantial completion for this project should occur in September 2026, with play on the course resuming in October 2026.
