What does City Utility Billing do?
The City Utility Billing Department is responsible for Water and Solid Waste service account maintenance and billing, and overseeing the Meter Shop.
How is City Utility Billing structured?
City Utility Billing is comprised of three divisions:
- Customer Service
- Start or terminate service
- Responds to customer inquiries by phone and in-person
- Research billing issues
- Create payment arrangements
- Process and dismiss liens
- Billing Department
- Collect meter readings and verify data for accuracy
- Bill accounts
- Provide more detailed account information
- AMI (Automated Metering Infrastructure) oversight
- Field Service
- Work related to the water meter
- Change and test meters
- Disconnect and reconnect water service
- Standby on the weekends in case of emergencies
Important Information
- They cannot answer questions about Solid Waste, and Drainage that are unrelated to billing. They bill the services only.
- For questions about water quality, please contact the Utilities department.
- Contact the Water/ Wastewater for leaks that occur outside of the meter.
How to Open an Account
To open a Water, Sewer, or Garbage account, you can apply for utilities online. You will need a valid form of identification. In some cases, a lease or other documentation may be required. Valid forms of identification include a driver's license with a photo or any official form of photo identification issued by a government entity.
How to Close an Account
To terminate an existing account, you can email cs@midlandtexas.gov or come into the office at City Utility Billing Office at Centerpointe Plaza, 1030 Andrews Hwy, Suite 220.
How to Transfer Service
You can contact us via phone or transfer service online through our customer portal. Appointment windows can be arranged for turning your water on at a future date (though limitations may apply).

Online: Visit the Customer Portal at water.midlandtexas.gov.
In Person: Visit the Central Cashier's Office on the first floor of City Hall, or the City Utility Billing Office at Centerpointe Plaza.

Auto Pay
Register your account for Auto Pay on the customer portal water.midlandtexas.gov. Your payment will be taken from your account before your due date.
