*A vendor permit is only required if you are located within city limits.

Food Vendor Submittal Requirements
- Before obtaining a vendor permit, a background check from the Police Department is required annually, including for renewals.
- You must also provide a Health Certificate/License. Include a copy of the Health Department inspection showing approval (typically on yellow paper).
If you will be cooking, you need a Fire Department/Fire Marshal Certificate.
A Texas Comptroller Sales Tax Certificate is mandatory. Ensure registration with the Texas Comptroller for selling in Texas. Seek help with registration if needed.
For each operating location, submit a Letter of Authorization from the property owner to the Code Administration Division. The owner's details must match those on record at the Midland Central Appraisal District.
Submit the Vendor Permit Application.
Fees: A $100 fee must accompany your application. Payment can be made in person or by completing the credit card authorization form.
Merchandise Vendor Submittal Requirements
- A Background check is needed from the Police Department prior to obtaining a vendor permit. This is required every year, including renewals.
- A Texas Comptroller Sales Tax Certificate is required. You will need to be registered with the Texas Comptroller in order to sell in the State of Texas. Get assistance registering with the Texas Comptroller.
- For each location at which you wish to operate, submit a Letter of Authorization from the property owner to the Code Administration Division. The property owner must match with what is on record at the Midland Central Appraisal District.
