Administrative Services Bureau
The Administrative Services Bureau is responsible for the overall administration of the Midland Police Department. This Bureau encompasses: Professional Standards Division, Personnel and Recruiting, Internal Affairs, Cadet Program, Crime Prevention/Community Relations, Data Information Unit, and Compliance Manager.
Field Operations Bureau
The Field Operations Bureau is responsible for the preliminary investigation of calls for service which encompasses Patrol Division, Traffic Operations Division, and Special Operations Division.
Investigative Services Bureau
The Investigative Services Bureau is responsible for follow-up investigations in criminal cases, excluding traffic related cases. This Bureau is made up of two divisions: Investigations Division and Special Investigations Division.
Support Services Bureau
This bureau is responsible for the following divisions: Airport Division, Property & Evidence, Records/Data Management, Purchasing/Supply, Telephone Response Unit (T.R.U.), and the Training Division.
Racial Profiling Policy
Racial Profiling complaints are made in accordance with Senate Bill 1074, the Midland Police Department shall: “accept complaints from any person who believes he or she has been stopped or searched based on racial, ethnic or national origin profiling. No person shall be discouraged, intimidated or coerced from filing a complaint, nor discriminated against because he or she filed such a complaint.

Sex Offender Registry
In an effort to make the public aware of the high risk offender, notices are mailed out by the Texas Department of Public Safety.
Not all offenders have a risk level. If an offender is released from a penal institution or has been adjudicated as of January 1, 2000 and registration is required of the offender, they must be assigned one of the following risk levels:

Risk Levels
Civil Commitment
Repeat sexually violent offenders who suffer from a behavioral abnormality which makes the person likely to engage in a predatory act of sexual violence. These offenders are monitored closely by the law enforcement community 24 hours a day.
High
A designated range of points on the sex offender screening tool indicating that the person poses a serious danger to the community and will continue to engage in criminal sexual conduct.
Moderate
A designated range of points on the sex offender screening tool indicating that the person poses a moderate danger to the community and may continue to engage in criminal sexual conduct.
Low
A designated range of points on the sex offender screening tool indicating that the person poses a low danger to the community and will not likely engage in criminal sexual conduct.
High Risk Public Notice
The Texas Department of Public Safety is required to send a High Risk Notice to every residence within a 3 block radius of the address of any Civil Commitment and High Risk Level offender who was adjudicated as of January 1, 2000. (A one mile radius is required for rural addresses.) A notice will not be mailed out if the High Risk Offender was adjudicated before January 1, 2000.
